Introduction
Development of Tools for Inclusive Engagement in Parliament Committees of Sri Lanka.
Sri Lanka is navigating a critical phase in governance and development after its economic crisis, which highlighted the urgent need for transparency, accountability, and greater public involvement in decision-making. While the government has prioritized institutional integrity, inclusion, and rebuilding trust, challenges remain. These include limited civic participation, especially from women, youth, and marginalized groups.
To address these gaps, UNDP Sri Lanka, through its SDG 16 portfolio (Peace, Justice, and Strong Institutions), is supporting initiatives that strengthen civic space, promote inclusive governance, and enhance institutional accountability. These efforts focus on empowering civil society to influence policy, monitor governance, and advocate for transparency.
As part of this broader effort, the Parliament Development Action Plan II has been endorsed to improve parliamentary functioning, public engagement, and oversight. The plan includes measures to strengthen Sectoral Oversight Committees (SOCs), increase participation of women and youth in parliamentary processes, and enhance research and digital engagement tools to make Parliament more accessible and responsive to citizens' needs.
Objective;
UNDP seeks a service provider to design and pilot tools that improve the structured, inclusive engagement of these groups in the work of Parliamentary Committees at the national level.
The selected service provider will be responsible for:
• Designing practical tools and structured approaches to improve the participation of women, persons with disabilities and undeserved and marginalized communities in Parliamentary Committees.
• Piloting these tools with selected Parliamentary Committees.
• Supporting Parliament in documenting and institutionalizing these mechanisms for continued use.
