Purpose:

To ensure high-quality monitoring and reporting on climate change adaptation, the development of an Electronic Reporting System is planned. In accordance with the Environmental Code of the Republic of Kazakhstan, all regions and cities of republican significance (CRS) are required to conduct vulnerability assessments and develop adaptation plans. The implementation of these documents must be monitored through a regional-level reporting system and integrated into the national reporting framework for the purposes of the Paris Agreement and the UNFCCC.

To design and initiate the implementation of the national system, it is necessary to engage a National Expert, who will organize and design the system architecture, adapt the reporting format, and prepare the technical specification for an IT company to develop a software platform integrated into the state environmental reporting systems.

The proposal should be submitted directly in the portal no later than the indicated deadline.

Any request for clarification must be sent in writing via the messaging functionality in the portal. UNDP will respond in writing, including an explanation of the query, without identifying the source of inquiry.

Please indicate whether you intend to submit a bid by creating a draft response without submitting directly in the system. This will enable the system to send notifications in case of amendments of the tender requirements. ЦЕЛЬ РАБОТЫ:

Для обеспечения качественного мониторинга и отчетности по адаптации к изменению климата планируется разработка Электронной системы отчетности. Согласно Экологическому кодексу Республики Казахстан, все области и города республиканского значения (ГРЗ) обязаны проводить оценки уязвимости и разрабатывать планы адаптации. Реализация этих документов должна контролироваться через систему отчетности на региональном уровне и интегрироваться в национальную отчетность для целей Парижского соглашения и Рамочной конвенции ООН об изменении климата.

Для разработки и старта процесса внедрения национальной системы необходимо привлечь национального эксперта, который организует и создаст архитектуру, подгонит формат отчетности и создаст техническое задание для IT компании на разработку программной среды, интегрированную в государственные системы экологической отчетности.

Предложение должно быть подано непосредственно на портале не позднее указанного срока.
