Introduction

The scope of work is to guide and support a team of international and national consultants in undertaking a comprehensive Nationally Determined Contribution (NDC) stocktake for Namibia, covering mitigation, gender, and social inclusion dimensions. This will include assessing progress, identifying gaps, and capturing lessons learned to inform the updating of Namibia’s NDC to version 3.0. The assignment requires effective coordination from inception to completion, ensuring robust stakeholder engagement at all stages, and the delivery of high‑quality outputs: (i) NDC Stocktake Assessment Report; (ii) NDC Revision Roadmap; (iii) Updated NDC 3.0 accompanied by its Implementation and Investment Plan (iv) Updated the NDC communication strategy. All deliverables must be fully aligned with the comprehensive tools, methodologies, and guidance for NDC revision provided by the NDC Partnership, ensuring Namibia’s updated NDC is ambitious, inclusive, evidence‑based, and implementable.
