UNDP Eswatini is seeking the services of project management firm or a TVET college(s) with adequate capacity and experience in supporting the selection and training of out of school youth. The focus of the selection should be areas or regions that are generally left behind in terms of development opportunities for example, the Shiselweni and Lubombo region. The assignment is divided into three (3) Lots:
- Lot 1 - Seeks to train out of school youth on Culinary Arts Skills
- Lot 2 - Seeks to train out of school youth on traditional artisanal skills such as Industrial Gear Sewing and Production:
- Lot3 - Seeks to train out of school youth on Hospitality Cleaning
- Technical Cleaning Skills where trainees will be capacitated on detailed protocols for every area ensuring consistency and quality across the board. They will be provided training on the correct and safe use of all cleaning equipment and approved cleaning materials.
- Quality Assurance and a Guest Experience will be a focus including to learn to use utilize checklists and maintain high standards. They will also be taught to anticipate guest needs and understand that the cleaning quality they provide directly shapes a guest's expectation of a star hotel.
- Professionalism and Soft Skills like communication and customer service will be developed to ensure professional interactions with guests and occupants. They will also be taught the importance of paying attention to detail which is required in hospitality industry.
DUTIES AND RESPONSIBILITIES OF THE CONSULTANT
The selection criteria will be defined by UNDP in line with UNDP’s principles of Leaving no one behind (LNOB)2. Below is an outline of the scope of the assignment. The service provider will be expected to deliver the following:
Selection of out of school Youth:
- Design and distribute application forms in target areas, ensuring at minimum of 2 student from each region (preferable male and female if possible). The distribution of application forms should inter alia include distribution of forms in Tinkhundla areas of the regions
- Screen applications to ensure candidates meet the eligibility criteria. The programme is targeting the most underprivileged youth who could not even finish high school. The programme to be designed must focus building skills than learning theoretical concepts.
- Conduct interviews and assessments in collaboration with UNDP to select the most suitable candidates.
- Organize orientation sessions for selected candidates to explain the program structure, expectations, and outcomes.
- Facilitate the enrolment of trainees in an induction programme that inter alia includes mindset change, mental health and entrepreneurship
Curriculum Development and Training:
- Develop a comprehensive training curriculum tailored to the specific artisanal skills being taught.
- Design a programme that focuses on building skills more than teaching theoretical concepts.
- Provide hands-on training and workshops led by experienced instructors.
- Ensure access to necessary tools, materials, and equipment for practical sessions.
Mentorship and Support:
- Support the identification of mentors who will provide further training and support to trainees post the training so that they continue to learn by doing, leading to grade testing.
- Propose a detailed and practical entrepreneurship pathway for the trained youth so that they are able initiate self-employment inspired livelihoods. The proposed entrepreneurship pathway must be tailor made for each training area e.g. welding or upholstery.
- Offer additional support services such as career counseling and personal development workshops.
- Identify internship opportunities for high performing students
Follow-Up and Support:
- Conduct follow-up sessions with graduates post the training to track their employment or livelihood status of the graduates so that continued support is provided.
- Gather feedback from employers where applicable to continuously improve the training program.
- Refer and link high performing students to entrepreneurship opportunities.
The service provider will be expected to deliver the following:
- The service provider is expected to design/review/upgrade the training programme that seeks to develop artisanal skills for out of school youth.
- Select and train out of school youth in line with Lot 1 - 3 (20 youth), The consultant is expected to prioritize the section of youth living with disability as well as young girls.
- Support post training mentorship through a network of mentors
