Recruitment of a Firm to Conduct Computer-Based Tests and Psychometric Analysis for the Nigeria Jubilee Fellowship Programme (NJFP)

The Nigeria Jubilee Fellows Programme (NJFP)- a scalable National flagship programme is designed and aimed at enhancing the employability of recent graduates from universities and other tertiary institutions (from 0-3 years job experience) by connecting them to work placement opportunities in both the private and public sectors across Nigeria. The programme addresses key challenges contributing to youth unemployment and unequal economic growth, which have been exacerbated by the 2016 recession and the lingering impacts of COVID-19 on the Nigerian economy. Among these challenges are labour market information gaps, inadequate intermediation services, and skills mismatches resulting from the limited alignment between academic curricula and labour market demands.

NJFP 2.0 builds on the lessons learned from the first phase. It expands the programme to support 30,000 fellows and introduces a more robust and data-driven approach to fellow selection and placement. A key component of this strategy are the computer-based test (CBT), the comprehensive psychometric analysis and analyses of video submissions by selected fellows. These analyses will assess foundational workplace competencies such as:

• Work ethics and professional attitude

• Analytical skills, numeracy, and verbal reasoning skills

• Emotional intelligence and interpersonal skills

• Communication, adaptability, and teamwork

• Problem-solving and critical thinking

• Basic digital literacy and workplace technology skills

• Overall workplace readiness assessment, in relation to personality type.

These are not merely screening tools but strategic interventions to ensure that fellows are well- matched to host organizations, equipped to thrive in professional environments, and positioned for long-term success. They also support NJFP’s broader goals of:

• Strengthening state-level integration and regional equity;

• Fostering deeper partnerships with host organizations and Talent Management Companies (TMCs);

• Enhancing visibility and impact through improved data and communication;

• Driving sector-specific matching and ecosystem development;

Embedding computer-based tests, psychometric analyses and video submissions into NJFP 2.0, ensures that the programme can build a more resilient, inclusive, and future-ready workforce that reflects the aspirations of Nigeria’s youth and the evolving needs of its economy.

It is important to underscore that the next cohort call of NJFP Fellows is scheduled for late October 2025. Consequently, computer-based tests, psychometric and skills assessments are expected to be deployed no later than 20th October 2025, to ensure alignment with the programme’s learning and placement timelines.
