Description of the Assignment:  


The Consultant will collaborate with project teams, Programme Associates, technical specialists, consultants, and project coordinators/managers within the Governance Unit, under the supervision of the Chief Technical Advisor. The Consultant will be responsible for delivering specific, output-based assignments that contribute to the implementation of the approved FW workplan. This includes developing toolkits, drafting policy briefs, preparing operational plans, and co-facilitating workshops and meetings for the National Assembly (NA), Provincial People’s Assemblies (PPAs), and justice sector partners, in accordance with the agreed timeline and quality standards.


Task 1: Preparation of Project Work Plans, Materials  & Technical Support

·       Develop integrated annual/quarterly workplans, activity schedules, and budget forecasts for activities under the FW: including the 10th NSEDP policy dialogue; NA/PPA induction with ILS; bi-annual PPA leadership meetings; Assembly outreach strategies and digital content; WPC quarterly activities; WJN ToT and JTI curriculum integration

  • Draft/review concept notes, agendas, facilitation plans and training materials, ensuring alignment with objectives, gender-responsiveness and UNDP visibility requirements.
  • Prepare operational plans for logistics (e.g., venue arrangements, travel/DSA planning, invitations, participant lists, materials, translation/interpretation)), ensuring accessibility and inclusive participation.
  • Support facilitation of workshops and meetings, providing technical support for registration processes, room setup, facilitation, and documentation of key discussion points and action items.Collect and submit activity evidence at source (attendance, minutes, products, photos) and handover to MEL/reporting for consolidation.

Task 2:Partner Engagement, Technical Input and Documentation


·       Facilitate engagement with the NA Secretariat, PPAs, ILS, PSC, JTI, WPC, WJN, and relevant ministries/partners to support the scheduling of activities, identification of speakers, technical clearances, and post-event documentation as required for project deliverables. Prepare summary notes on agreed actions, and compile and submit decision notes and issues/risks logs to inform project reporting and management.

·       Provide technical input to the preparation of Terms of Reference (TORs) and procurement documentation for consultants, contractors, and service providers, ensuring alignment with project objectives and UNDP standards.

·       Review and provide feedback on deliverables submitted by contractors/service providers, documenting observations for project managers. Support effective communication with suppliers to ensure quality delivery of project outputs.

Task 3: Documentation, Monitoring & Finance Support

  • Compile and submit activity documentation (attendance sheets, reports, photos) as required for donor reports, activity summaries and knowledge products.Collect and organize data on activity indicators (including sex-disaggregated data where applicable) and prepare summary tables to support project monitoring and reporting requirements.
  • Provide technical input to the preparation of financial and procurement documentation related to project deliverables, as needed.
  • Identify and document risks, delays or implementation challenges and propose practical solutions for manager’s decision.


Period of assignment/services : 180 working days.
