Introduction
The "Promoting Participation Pathways for Human Development – 3P4D" initiative is a multi-country program operating in Kenya, Mongolia, Senegal, Somalia, and Sri Lanka. It aims to promote civic engagement, strengthen public participation, and create an enabling environment for governance reforms.
Within Sri Lanka's SDG 16 portfolio, this initiative is aligned with ongoing efforts to promote open and participatory governance, ensuring that citizens, particularly women, youth, and marginalized communities, can meaningfully contribute to public decision-making and oversight processes
The primary objective of this assignment is to conduct a rapid assessment (survey) focusing on women and youth, including those from marginalized communities such as indigenous groups and ethnic minorities, in the North, East, and Uva provinces of Sri Lanka. The assessment will identify and analyse the barriers to their engagement in political, economic and social decision-making processes in their localities.
The findings will provide evidence-based insights to inform future strategies, programmes, and policy recommendations aimed at strengthening inclusive participation and ensuring that the voices of women and youth, particularly from marginalized communities, are better represented in governance and development processes
