Introduction

Recruitment of a Firm to Deliver Digital Literacy & Skills Training for the Nigeria Jubilee Fellowship Programme (NJFP) – Phase 2.0

The Nigeria Jubilee Fellows Programme (NJFP) is a Federal Government of Nigeria initiative implemented in partnership with the United Nations Development Programme (UNDP) and supported by the European Union. It aims to place highly skilled graduates in host organizations across the country to enhance employability, build leadership skills, and foster career growth. By placing graduates in host organizations across the country, the programme builds pathways for gainful employment, enterprise resilience, and sustainable national development. However, to ensure that fellows not only gain immediate work experience but also remain competitive in an evolving global and national economy, there is an urgent need to strengthen their digital capacity. Digital literacy and skills are no longer optional; they are essential for participation in today’s workforce and for unlocking opportunities in the future of work. From basic productivity tools to intermediate competencies such as data analytics, coding, and digital marketing, equipping young people with relevant skills will position them to thrive across diverse sectors. Furthermore, embedding digital literacy and skills training within the NJFP will also enable fellows to contribute to Nigeria’s digital economy agenda, drive innovation within host organizations, and create entrepreneurial ventures that generate jobs and value.

Building on lessons learned from NJFP 1.0, NJFP 2.0 incorporates structured digital literacy and skills training as a new strategic dimension to address knowledge gaps in digital literacy, technical know-how, and emerging tech career pathways. This component will directly target improved professional readiness and long-term career competitiveness for fellows, aligning with the dynamic needs of Nigeria’s labor market. The NJFP 2.0 seeks to connect 24,000 young people to placement opportunities through the programme, who will be digitally literate, and enable the capacity of 12,000 fellows to actively participate in the digital ecosystem through the programme.

To support this, UNDP seeks to engage a firm with demonstrated expertise in digital literacy and skills development and virtual training infrastructure to design and deliver digital skills training to NJFP Fellows. The firm will design and deliver a tailored digital skills training programme to be coordinated through both virtual and in-person modalities that integrates global best practices while reflecting the realities and opportunities of the Nigerian context. The initiative will go beyond traditional learning to create a hybrid model that leverages partnerships with government and private sector innovation hubs, embeds mentorship and coaching opportunities, and equips fellows to apply digital tools in solving real-world challenges.

The intervention will contribute to Nigeria’s broader national development priorities and digital economy agenda by building a generation of digitally literate and skilled young professionals.
