Introduction

Scope of Pre-Qualification process:

The purpose of this pre-qualification is to establish a list of prequalified companies that will be invited to bid for various Supply and installation works for renewable energy systems (RES) tenders to undertake work covering the category of:

        (a)    Supply and installation works for renewable energy systems (RES), including delivery, connection, lightning protection, commissioning, training, and net billing.

This ITP is open to all eligible civil works contractors solely or in a joint venture or in consortium (hereinafter: The Applicant) interested to work on supply and installation works for renewable energy systems (RES) including delivery, connection, lightning protection, commissioning, training, and net billing in Ukraine during the period October 2025 to September 2028.

Typical installation sizes (share of total installations):

Predominant: Class S - M (Bands 1 - 2) - expected to account for approximately 80 - 85%.

Occasional: Class L - XL (Band 3) - expected to account for approximately 15 - 20%.

UNDP will establish a roster as a result of this pre-qualification. The roster will be valid for a period of three (03) years on as and when required by UNDP which will be updated on need basis. At UNDP’s discretion, a new prequalification round, whenever required, will be run to add new companies to ensure an adequate volume of companies with sufficient capacity are maintained.

Companies that would have already been pre-qualified under this process will not be required to participate in future rounds. However, if these pre-qualified companies believe their capacity has been increased after a certain period, they may submit a direct request letter to UNDP to reassess and upgrade their status to a higher band, allowing for a higher contract award ceiling.

This ITP aims at establishing a list of highly experienced and qualified companies who are technically, financially, and administratively capable of providing excellent services of various objects/facilities in Ukraine. The companies will be placed in the following three (03) bands based on their technical and financial capacity provided they meet the eligibility and qualification requirements: 

(i)                  Band 1: works up to 200,000 USD and

(ii)                 Band 2: works up to 1,000,000 USD and

(iii)               Band 3 works up to 1,500,000 USD

 Note: Any work order request having a value above USD 1,500,000 will be published as open competition.

 

UNDP is conducting a single pre-qualification procedure for the categories:

- Solar PV - Photovoltaic

 

Photovoltaic (PV) Capacity Classes:

 - Class S: up to 100 kW

 - Class M: 101 kW - 300 kW

 - Class L: 301 kW - 800 kW

 - Class XL: above 801 kW

Participation Rules:

Applicants may apply for any combination of categories and capacity classes.
