Description of the Assignment: A National consultant to Design and Support Implementation of an Enhanced Community Feedback Mechanism on Global Fund supported Services and PR/SR Performance
Period of assignment/services: October to December 2025 (20 days)
From 2002 to 2023, the total fund received by Viet Nam from GFATM was 654 million USD in response to the three diseases. Viet Nam is one of the countries that continues to receive funding since the first round of the Global Fund. With strong leadership commitment by the government and society, and technical and financial support from GFATM and other partners, Viet Nam has achieved significant results in preventing, controlling and managing HIV/AIDS, Tuberculosis and Malaria.
The Country Coordination Mechanism (CCM) is a mechanism mandated by the Global Fund. CCMs are mechanisms for public-private partnership in the coordination of national disease programs at country level. Membership of the CCM is broadly representative of a variety of stakeholders, each representing an active constituency with an interest in fighting one or more of the three diseases. The role and function of each player within the partnership of the CCM is agreed upon by the mechanism, safeguarding equity and transparency among partners.
For the 2023-2025 period, CCM Viet Nam requested that UNDP become CCM Funding Recipient in Viet Nam, to support the efficient and effective operations of the CCM Secretariat for the current funding cycle. This transition was endorsed by the Ministry of Health. In late June 2023, the Global Fund CCM Hub, CCM Viet Nam and UNDP agreed on the project of “support to Viet Nam GF CCM for a duration of 2023-2025’, and a funding agreement was signed by these parties, effective from 1 July 2023. UNDP views its role as CCM Funding Recipient as being temporary, with an anticipated return of this role to the Ministry of Health for the next funding cycle.
Mandated by the Global Fund to oversee grants and ensure inclusive participation, oversight of Principal Recipients (PRs) and Sub-recipients (SRs) includes assessing grant performance, addressing implementation challenges, and ensuring services reach intended beneficiaries.
Meaningful community feedback is critical to improving service quality and accountability. While ad-hoc consultations exist, a systematic, proactive mechanism to gather, analyse, and respond to feedback from key populations and affected communities is needed to enhance the CCM’s oversight function and inform corrective actions.
Under the UNDP-supported “Support to Viet Nam GF CCM 2023–2025” project, VCCM seeks a national consultant to design and help operationalize an enhanced, user-friendly community feedback mechanism.
