Introduction
Providing Transport Sector Policy, Regulatory Development, and E-Bus Pilot Programme Support
Sri Lanka’s transport sector relies heavily on imported fuels, contributing significantly to greenhouse gas emissions and air pollution. Public transport, which was once the main mode of travel in Colombo and other urban areas, has declined in popularity over the years due to aging vehicle fleets, poor service quality, violence and harassment prevalent on board crowded public buses and trains, and increasing reliance on private vehicles. The 2022 economic crisis, which led to severe fuel shortages, highlighted the urgent need to diversify the country’s transport options and reduce dependency on imported petroleum. It also emphasized the importance of transitioning to sustainable, modern, and low-carbon mobility systems that can enhance resilience, reduce emissions, and improve the quality of life for urban commuters. The transport sector accounted for 51 percent of the country’s energy-related greenhouse gas (GHG) emissions in 2010, thereby constituting a critical priority for decarbonization efforts. The country’s Nationally Determined Contributions (NDCs) for the transport sector emphasize the urgent need to advance the electrification of public transport as a key mitigation strategy.
The UNDP Sri Lanka’s Enabling Environment for Electric Buses for Public Transport and their Pilot Deployment in Colombo, Sri Lanka project (The Project) supported by the Climate and Clean Air Coalition responds directly to these challenges by supporting the introduction of electric buses (e-buses) into Sri Lanka’s public transport system. This project supports an e-bus pilot programme in the Colombo Municipality through a public-private partnership. The pilot initiative aims to demonstrate the technical, financial, and operational feasibility of e-buses in Sri Lanka.
Objective;
The objective of this assignment is to support UNDP Sri Lanka and the Ministry of Transport and Highways by providing targeted regulatory, technical, and financial advisory services for a phased introduction of e-buses. The firm will also offer technical assistance with designing and guiding the implementation of the proposed e-bus pilot programme.
