Introduction

Conducting a National Peace-building and Social Cohesion Perception Survey in Sri Lanka. 

Sri Lanka is emerging from one of its most severe economic crises, which stems from governance challenges in its post-independence history. The recent elections resulted in a strong political mandate for one of the country's foremost leftist parties, marking a significant and unprecedented change in the political landscape. This outcome indicates that the general public, including minority communities, is yearning for a dramatic shift in how the state addresses public concerns. These concerns include the misappropriation of public property and funds by political actors, grievances of the war-affected population over several decades, and the economic and political issues that continue to be faced by marginalized or vulnerable communities, including women, youth and persons with disabilities which have deepened social, political, and economic divides.

In response, the newly formed government has taken steps to enhance public trust by addressing these concerns. Measures include strengthening the anti-corruption drive, addressing land issues affecting peace and stability in the North and East, and introducing new programs to enhance state institutional efficiency. 
Amidst these developments, an up-to-date understanding of public perception regarding current conditions and their impact on peace-building and social cohesion is crucial. This understanding will pave the way for strengthening UN efforts to support both state and non-state institutions in their engagements.

Between 2015 and 2023, the United Nations Development Programme (UNDP) in Sri Lanka, in collaboration with the United Nations Resident Coordinator’s Office (UNRCO), conducted a series of national perception surveys on peace-building to better understand public perceptions of ongoing state and non-state-led peace-building and reconciliation efforts in the country. This enabled the UN to make informed decisions on peace-building programming and the kinds of support necessary for such efforts to enhance their impact.

  Objective;

Under the current initiative, UNDP Sri Lanka, together with UNRCO and the United Nations Children’s Fund (UNICEF), will undertake a nationally representative perception survey to generate data-driven insights on current public views on peace and reconciliation, and more broadly, on social cohesion and harmony, while ascertaining current conflict and peace dynamics prevalent in Sri Lankan society.
