Description of the Assignment:
Organized criminal groups are becoming increasingly poly-criminal, being involved in various crimes and trafficking different illicit goods and commodities. It is therefore crucial for States to develop regional and national whole-of-society strategies against organized crime that are
comprehensive, coherent, and evidence-based, tackling the structural drivers, root causes and enablers of organized crime, to complement crime-specific responses.
The mandate of the United Nations Office on Drugs and Crime (UNODC) in supporting States in this undertaking was reiterated by resolutions 10/4 and 11/2 adopted by Conference of the Parties to the United Nations Convention against Transnational Organized Crime (“UNTOC”, the “Organized Crime Convention” or the “Convention”). Translating the Convention into practice is the core principle of the UNODC Global Programme for Implementing the Organized Crime Convention. Under this Global Programme, UNODC has been supporting countries worldwide in developing comprehensive strategies against organized crime to implement UNTOC more effectively.
In this regard, UNODC developed an Organized Crime Strategy Toolkit to support States in the development and implementation of strategies to prevent and combat organized crime. Relying on the provisions of UNTOC, the Toolkit provides a comprehensive framework and outlines a set of
principles and guidelines for the formulation of strategies that are designed to respond to the full range of threats emanating from organized crime. The Toolkit is aimed at establishing a comprehensive, system-wide approach encompassing the local, national, (sub-)regional and international levels, with a view to aligning collective efforts to respond to organized crime. In furtherance of the principle of leaving no one behind, the human rights and gender dimensions of the fight against transnational organized crime are mainstreamed in the Toolkit. The Toolkit is being completed by a number of regional policy briefs focused on strategic analysis and responses to the organized crime problem in several regions.
In October 2023, UNODC held a Regional Multi-stakeholder Meeting on Strategies against Organized Crime in Southeast Asia, which included representatives of the Philippines and provided the first opportunity to exchange on these topics.
In parallel, UNODC, through its Programme Office in the Philippines and the Regional Office for Southeast Asia, has been supporting different Philippines authorities in addressing several aspects related to organized crime. This included support in addressing drug trafficking, cybercrime (with a special focus on scam centers and dismantling Philippines Offshore Gambling Operators/POGOs), money laundering, terrorism financing, corruption and strengthening the overall effectiveness of the criminal justice system. Throughout 2024, UNODC also supported the Philippines authorities in developing the 2024 National Crime Prevention Program, which includes elements related to organized crime.
Against the background of this extensive interaction, a number of meetings and an exchange of letters took place in 2025 with the Office of the Executive Secretary, whereby the Executive Secretary of the Philippines, who is also the chair of the Presidential Anti-Organized Crime Commission (PAOCC), welcomed UNODC’s support and proposals, including the development of a strengthened and comprehensive policy against organized crime.
The PAOCC is responsible for coordinating the development of a Serious and Organized Crime Threat Assessment (SOCTA) every two years. This year (2025), the agency has completed its first SOCTA after 2016. It carries it out through the National Law Enforcement Coordinating Committee – Sub-Committee on Organized Crime (NALECC-SCOC) involving over 30 agencies and relevant stakeholders. In addition, the National Police Commission comes up with an annual National Crime Prevention Plan. Their latest one for this year includes Transnational Organized Crime as one of the focus areas. UNODC assists with the development of this plan. Both are short-term plans that may be in need of a more systematic strategy development process that has a longer planning range.
In this context, UNODC is looking for a consultant to support the development of a national strategy against organized crime in the Philippines.
Period of assignment/services (if applicable): 38 days spread over five months

Qualifications
Education
An advanced University degree (Doctor or Master’s degree or equivalent) in law, developmental studies, international relations, criminal justice, crime prevention, social sciences, or related field is required.
Experience and Competencies
At least five (5) years of relevant demonstrated experience that includes a minimum of three (3) years of experience related to research and analysis, including specific experience in conducting research and delivering workshops and trainings on organized crime and related crimes
Experience working with Philippine government criminal justice institutions, particularly with the Presidential Anti-Organized Crime Commission (PAOCC) on organized crime matters is required
Knowledge of transnational organized crime including that of drivers, markets, vulnerabilities, solutions and key stakeholders’ roles, emerging issues, policies and strategies on organized crime is a requirement
Familiarity with the United Nations system and procedures is desirable
Excellent English technical writing and conversational skills
Excellent conversational English and Tagalog skills
