Introduction
The Joint Programme (JP) Transforming Local Administrative Data Collection Systems for SDG Acceleration Sri Lanka, named OneRegistry is a transformative initiative aimed at digitally revolutionizing Sri Lanka’s Civil Registration and Vital Statistics (CRVS) system to accelerate progress towards the SDGs. With a focus on inclusive governance, gender equality, and resilience, the JP adopts an integrated approach, engaging various stakeholders to overcome longstanding challenges in the CRVS system.
A critical component of the OneRegistry initiative is capacitating Registrar General’s Department (RGD) while ensuring the initiatives are endogenously sustainable within the RGD. To this end, one of the key programmes of the capacity strengthening initiatives will be “RGD to Digital Excellence” – a training programme focused at strengthening the RGD leadership to successfully navigate the digital evolution, being pioneers of national digital transformation objectives. In pursuit of this goal, UNDP Sri Lanka seeks to engage a qualified and experienced service provider to conceptualize, design and deliver a comprehensive leadership-oriented training programme that will enable them to acquire relevant transformative skills, knowledge and competencies.
This initiative is designed to equip senior officials of the Registrar General’s Department (RGD) to lead the department through its next phase of evolution. As custodians of vital life-event documentation—births, deaths, and marriages—these high-level officials play a pivotal role in shaping the future of civil registration in Sri Lanka. The training aims to strengthen their leadership, strategic thinking, and decision-making capabilities, ensuring they are well-prepared to champion upcoming system advancements.
The selected service provider will be responsible for conceptualizing, designing, developing, and delivering a comprehensive capacity enhancement programme aimed at strengthening the leadership, strategic thinking, and decision-making capacities of senior management officials of the Registrar General’s Department (RGD).
