Introduction

Prepare  the Fourth National Communication Report (NC4) of Sri Lanka to the UNFCCC 


Sri Lanka ratified the United Nations Framework Convention on Climate Change (UNFCCC) in  1993, , and also ratified the Kyoto Protocol in 2002 and the Paris Agreement (PA) in 2016. As a Party to the Convention, Sri Lanka is obligated to implement the decisions of the Conference of the Parties (COPs) regarding the implementation of policies and measures to adapt to and mitigate climate change, thereby contributing to the attainment of the objectives of the Convention.

Sri Lanka has prepared and submitted three National Communications (NCs): the Initial National Communication (NC1) in 2000, the Second National Communication (NC2) in 2012, and the Third National Communication (NC3) in 2022. The Government also submitted its first Biennial Transparency Report (BTR1) in December 2024. Sri Lanka is also making steady progress on Measurement, Reporting and Verification (MRV) supported by the Capacity Building Initiative on Transparency (CBIT) Project, Accelerating Industries’ Climate Response in Sri Lanka (AICRSL) Project, and the Climate Promise 2025 programme.

In supporting the Government of Sri Lanka to meet its reporting obligations under the Paris Agreement, the Global Environment Facility (GEF) funded project “Development of the First Biennial Transparency Report, the Second Biennial Transparency Report and Fourth National Communication of Sri Lanka to UNFCCC” (Sri Lanka: BTR1, BTR2, & NC4) will help to prepare Sri Lanka’s Fourth National Communication Report (NC4) . Under the overall guidance of the Policy & Programme Specialist and Team Lead – Climate and Environment Team and the supervision of the National Project Coordinator – Climate Action, the selected Service Provider will work with the Climate Change Secretariat of the Ministry of Environment, and other relevant Ministerial and government line agencies to prepare NC4. UNDP will provide technical inputs and facilitate coordination between development partners and government entities to enable assignment completion.


  Objective;

The objective of this assignment is to prepare the Fourth National Communication (NC4) to the UNFCCC. This will entail collecting data, coordinating between line agencies to obtain inputs to prepare the respective chapters of the NC4 for Sri Lanka.
