Introduction

UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for Assessment and Enhancing Capacity Building on Blue Economy and Green Maritime Development in Viet Nam.

Viet Nam has more than 3,260 kilometres of coastline, providing great natural capital for economic growth. It has significant potential for onshore and offshore wind energy production, which, if developed sustainably, will support energy security and help Viet Nam to meet its carbon neutrality targets by 2050.

Integrated coastal management/marine spatial planning (MSP) has been known in Viet Nam since 1995. However, the fragmented sectoral coordination for economic development in Viet Nam’s coastal zones to date has led to widespread land conversion, overuse of natural resources, and pollution, negatively impacting on its natural coastal and marine ecosystems with globally important biodiversity and threatening valuable ecosystem services in exchange for economic growth and livelihoods.

The United Nations Development Programme (UNDP), through a Norway-supported project titled “Planning of National Marine Space for Ocean Sustainability and Climate Change Response in Vietnam”, seeks to enhance capacity for MSP implementation and sustainable marine governance. The transition to a green maritime sector in Vietnam is fundamentally intertwined with MSP and ICM. These frameworks are essential for managing competing ocean uses, an approach Vietnam is actively strengthening by leveraging Norway's experience in science and technology-based integrated ocean management to achieve its national net-zero goals.

In light of the above, the United Nations Development Programme (UNDP) in Viet Nam is looking for 01 consultancy firm/ academy to provide support on: i) assessment of potentials, opportunities, and challenges and recommendations for applying blue economy approach and ocean governance in greening the maritime sectors in Vietnam; and ii) develop a Training of Trainers (ToT) course to empower trainers to deliver high-quality instruction in Marine Spatial Planning (MSP), ICM applications, tools, practices, Blue Economy approach and Sustainable Marine Management and Governance, and transition to a Green Maritime sector (such as sea encroachment mitigation, maritime and inland waterway coordination, green ports, etc.)
