Introduction
Country: Djibouti
The main objective of this consultation is to support the comprehensive formulation of the Djibouti tidal power PIF with a view to its successful submission to the GEF.
The consultant recruited will act as technical leader to:
· Consolidate available technical, environmental, social, and economic information on Djibouti's tidal power potential and the proposed locations.
· Develop an initial theory of change, a preliminary logical framework, and an indicative budget estimate, consistent with national strategic priorities and GEF eligibility criteria.
· Coordinate exchanges with key stakeholders (Ministry of Energy, Ministry of Environment, coastal communities, UNDP, technical partners) to ensure national ownership of the project and integrate their contributions into the project document.
· Produce a complete Concept Note in accordance with GEF format, accompanied by the required technical annexes (baseline data, preliminary SEA analyses, gender plan, alignment with NDCs and national strategies).
· Provide technical support to respond to GEF comments after initial submission and adjust the document to maximize the chances of project approval.
The consultant will be responsible for providing all required documents, within the deadlines, for the submission of the project to the GEF. He/she will work closely with the UNDP Djibouti team and national counterparts (Ministry of Energy in charge of Natural Resources (MERN), Ministry of Environment and Sustainable Development (MEDD), etc.), under the technical guidance of the UNDP Regional Advisor on Climate Change, to ensure that the proposal meets all GEF criteria and UNDP quality standards.
Period of assignment/services :
30 working days spread over approximately 5 months, with the following indicative breakdown:
- Phase 1: Finalization of the first draft of the concept note (20 days)
- Phase 2: Finalization of the final version of the concept note (10 days)
Proposal should be submitted directly in the portal no later than indicated deadline.
