“Consultancy Firm to Conduct Value Chain Study in Sudan (Gum Arabic, Sesame, Cotton and Groundnut)”
Background:
Agriculture has historically served as the backbone of Sudan’s economy, contributing approximately 30–35% to the national GDP, employing nearly 70% of the labor force—especially in rural and peri-urban areas—and generating more than 90% of non-oil export revenues. In the wake of Sudan’s ongoing conflict, agricultural systems have become even more critical to sustaining livelihoods, stabilizing local economies, and offering a pathway for recovery and resilience. Among Sudan’s diverse agricultural commodities, four strategic value chains—Gum Arabic, Sesame, Groundnut, and Cotton—stand out due to their national economic contribution, export potential, cross-border trade importance, and capacity to generate rural employment and inclusive growth. However, despite their comparative advantage, these sectors remain significantly underleveraged due to persistent structural weaknesses, compounded by conflict-related disruptions, climate shocks, market volatility, and logistical and governance constraints.
In the context of Sudan’s ongoing humanitarian and economic crisis, these four commodity value chains represent a high-leverage entry point for recovery and resilience. Investments in these sectors can yield multi-dimensional benefits: income stabilization for rural households, job creation for youth and women, expansion of domestic agri-processing industries, and increased export revenues to support macroeconomic stabilization. Moreover, improving coordination across these value chains contributes to regional integration and cross-border trade resilience under frameworks such as the African Continental Free Trade Area (AfCFTA).
With more than 70% of rural households reporting disruption to agricultural activities after 2023, the need for timely and evidence-based interventions in these value chains is urgent. A revitalization strategy focused on value addition, financial inclusion, digital infrastructure, and inclusive governance can not only restore livelihoods but also lay the foundation for long-term, locally-driven economic recovery in Sudan.
Objective of the consultancy:
The objective of this consultancy is to develop value chain study in the above mention sectors in the identified geographic preferences:
Specific objectives:
1. Conduct critical analysis of the existing market systems in relation to value chain, MSMEs, digital and private sector from demand and supply perspectives.
2. Provide macro, meso and micro level analysis and recommendations for the identified sectors
To achieve the above objective, a consulting firm would be hired through the procurement process. This is also to ensure that the study is aligned with the previous finding and final product can include the conducting the proposed study. The assignment will be based on quantitative and qualitative data collection and analysis (remotely).
