Introduction

Background: 

Between June and August 2022, torrential rains and a combination of riverine, urban, and flash flooding led to an unprecedented and devastating disaster in Pakistan that led to a huge humanitarian crisis and set back Pakistan’s development trajectory considerably. With support from the Government of German through KfW Development Bank (KfW), the FRP launched the Flood Reconstruction and Coordination Programme (FRCP) which aims to deliver results in the three major components, (1) improved transparency and accountability of the financial resources being allocated for flood recovery through enhanced Monitoring & Evaluation (M&E) systems; (2) improved governance mechanisms and capacities for resilient flood recovery; and (3) enhanced recovery support through reconstruction of houses and rehabilitation of community physical infrastructure in Quetta district.

The Resilient Recovery, Rehabilitation, and Reconstruction Framework (4RF) provides the strategic vision for inclusive, resilient recovery built around four Strategic Recovery Objectives (SROs).

The 4RF implementation mechanisms are led by and housed in the Ministry of Planning Development & Special Initiatives (MoPDSI). These include a Policy and Strategy Committee (PSC), a Technical Implementation Management Sub-Committee, and a Provincial-level Implementation Group.

Effective implementation of the 4RF requires modern digital tools that ensure transparency, real-time monitoring, and community-driven accountability. To ensure that all the key stakeholders and decision makers have access to real time information about the 4RF projects, a dashboard is prepared with the below components:

·         Home – Pledges and information of the 4RF documents

·         Projects under 4RF – Detail of individual projects

o    Project overview in terms of Outputs

o    Financial overview

·         Comparison Strategic Recovery Objectives (SRO)

The existing 4RF M&E Dashboard provides a starting point but lacks advanced features to fully capture the complexity of recovery. Current limitations include the absence of linkage with the SRO-based results framework, a lack of spatial analysis, and the absence of citizen feedback integration. Addressing these gaps is critical to ensuring that the 4RF objectives are achieved efficiently, transparently, and in a way that builds trust among citizens, government, and donors.

Against this background, FRP is seeking the services of a specialized IT firm to enhance and strengthen the 4RF M&E Dashboard into a fully integrated digital platform for real-time, results-based, spatially enabled, and community-driven monitoring and evaluation of recovery interventions.
