Introduction
UNDP Bhutan would like to seek proposals from the eligible and qualified Bhutanese nationals for the consulting assignment for Gender Analysis and development of Gender Action Plan (GAP) for the 5th National Biodiversity Strategy and Action Plan (NBSAP). We encourage you to kindly review the Terms of Reference attached for more details.Key Tasks - The consultant (individual) will be responsible for the following:
A. Stocktaking
· Conduct an inception meeting with the commissioning agencies and key stakeholders.
· Review 5th NBSAP, national gender equality and social inclusion policies, and relevant biodiversity/environment-related frameworks and initiatives.
· Analyse the extent of gender integration in current NBSAP, and biodiversity initiatives.
· Prepare and submit an inception report outlining the methodology, work plan, data collection tools, and stakeholder engagement plans.
B. Gender Analysis
- Conduct a comprehensive gender analysis of the biodiversity/forestry and relevant sectors, including but not limited to the following:
- Identify gender gaps in the relevant sectors relevant to the implementation of the 20 targets of the 5th NBSAP including gender specific roles, needs, access/control over natural resources. The analysis should be done sector-wise and should include sectoral context; gender equality issues within the sector; gender, biodiversity nexus (how biodiversity concerns affect gender equality within the sector); government commitments for GEWE including policy and institutional framework) and recommendations.
- Assess the policy and institutional framework within the above sectors to promote gender equality. Engage key stakeholders, including government, CSOs, vulnerable groups, and women-led groups, to understand the gender differentiated impacts of biodiversity loss.
C. Development of Gender Action Plan
- Develop a Gender Plan of Action based on the gender analysis and aligned with national gender equality policy, NBSAP objectives.
- Map gender-responsive actions across against biodiversity targets.
- Identify strategic entry points and prioritize actions for gender mainstreaming in biodiversity policy and programming.
- Outline a time-bound and costed plan including goals, objectives, activities, indicators, responsible institutions, and implementation timelines.
- Ensure the plan aligns with national and international reporting requirements under the CBD framework.
D. Validation and Finalization
- Facilitate a validation workshop with the Technical Working Group and stakeholders to present key findings and proposed actions/recommendations.
- Incorporate feedback and finalize the Gender Action Plan.
- Conduct capacity building for the technical working group and key stakeholders based on the gender assessment and action plan. The training should highlight key aspects that will guide integration of gender actions during the implementation of NBSAP and monitoring and evaluation of gender responsive results
- Submit the final sector-wise gender analysis and action plan.
