Introduction
UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for a Rapid Assessment of Public Service Delivery in the New Two-Tier Local Government System in Viet Nam.
Modern national governance and public administration reforms have constituted a fundamental element of state functioning in Viet Nam since 2021, specifically aiming to enhance the quality of human development across multiple sectors. Effective governance and responsive public services necessitate active citizen participation in the refinement of formal political, social, economic, and environmental institutions, alongside equitable public service delivery for all citizens, regardless of demographic background. Việt Nam's reform agenda is notably comprehensive, encompassing every function of the state apparatus: policymaking, policy implementation, and policy monitoring. The success of these reforms hinges on their capacity to be inclusive, responsive, and accountable to the entire populace, especially those groups often marginalized during Viet Nam’s process of socio-economic development to date.
To continue with its mandate of supporting evidence-based policymaking in Viet Nam, particularly in preparation for the upcoming government term (mid-2026 to mid-2031), the United Nations Development Programme (UNDP) in Viet Nam, at the request of national and provincial government agencies, is seeking a qualified national research institution. This institution will be contracted to conduct a sociological study entitled “Rapid Assessment of Public Service Delivery in the New Two-Tier Local Government System in Viet Nam”.
- Main objective:
· To assess the early performance of provincial and commune local governments in delivering public services to citizens after the 1st of July 2025 administrative merger in Viet Nam from the perspective of both users and suppliers to identify any early gaps and challenges; and,
· To generate data-driven recommendations for policymakers to enhance the implementation and effectiveness of the new governance structure and to improve public service delivery on the principle of leaving no-one behind from 2026 and beyond.
- Specific Objectives
· To conduct a computer/phone-based quantitative survey to assess how citizens from the age of 18 years are able to access public services (including public administrative services, healthcare, education, basic infrastructure, and other essential public services) under the new two-tier local government system in 34 provinces;
· To conduct in-depth qualitative interviews with public officials and civil servants in selected communes of two provinces to understand what they have encountered in delivering essential and basic public services within their respective mandates and authorities since 1 July 2025.
· To produce a comprehensive evidence-based research report covering key sections of (i) literature review of country contexts; (ii) research methodology and data-collection processes, (iii) analysis of collected quantitative and qualitative data and information, and (v) recommendations for decision-making and policy implementation to improve local governments’ performance in public service delivery to citizens in the new context.
· To validate and disseminate the research findings at consultative and dissemination workshops.
