Introduction
UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for an Action Research: Developing Key Performance Indicators (KPIs) to Assess the Performance of Public Officials and Civil Servants Working in Communist Party of Viet Nam’s (CPV) Agencies.
UNDP in Viet Nam seeks a national research institution with experience in both research and training for public officials and civil servants. The goal of this action-based policy research is to develop, consult on, and pilot a set of performance appraisal indicators for public officials and civil servants working in Vietnam's Communist Party agencies at the central and provincial levels. This assignment will support Vietnam in implementing the 2025 Law on Public Officials and Civil Servants, which mandates the evaluation of public officials' performance within the country's political system as a new requirement.
This assignment will focus on addressing the need for similar performance metrics within Party agencies in Vietnam. UNDP has supported public sector reforms in Vietnam since the 1990s. Given the recent developments regarding KPIs for public officials, UNDP aims to contribute to the country's efforts by providing a rigorous, evidence-based, and tested framework for performance review at both the organizational and individual levels within the Party system. The role of Party agencies and public officials working in these agencies is pivotal in providing political directives for the government and civil servants on how to serve the Vietnamese people and businesses, especially in the "rising era" after the historical administrative restructuring. Aligning requirements for organizational and individual performance standards in both the Party and government agencies is essential and will contribute substantially to the overall developmental goals for the entire party-state-government system in Viet Nam.
a. Overall objectives:
· To support the development of a tested set of key performance indicators (KPIs) to evaluate the performance of public officials and civil servants in CPV agencies.
b. Specific objectives:
· To review existing evaluation regulations and tools for assessing the performance of public officials and civil servants in CPV agencies in Viet Nam;
· To review for external best practices in and lessons learned from the performance appraisal systems used in partisan organizations in several other countries;
· To develop and consult on a set of KPIs tailored to the diverse functions, mandates, and objectives of different CPV agencies, making sure that the metrics are relevant to specific roles of CPV agencies within the "new context" of three-tier party-state-government systems;
· To pilot the application of the suggested set of KPIs in evaluation of public officials and civil servants in selected CPV agencies at both central and provincial levels for finalization for nation-wide applicability.
