Introduction

This section will proceed to describe first the background information, rationale, and project description. Then it will describe the detailed Terms of Reference (ToR) for all six Workstreams of the Green Growth and Jobs Accelerator Project. In short, Workstream 1 includes Project Management Office (PMO), overall methodology, and development of the Toolbox and Blueprint. Workstreams 2-5 includes country-specific analyses and diagnostic tools and the preparation and implementation of the Accelerators in Morocco, Tunisia, Egypt, and Jordan (Workstreams 2-5)). Finally, Workstream 6 includes the Learning modality component of the project. While there may be local conditions to Workstreams 2-5 (such as language, market opportunities, economic growth rates etc.) that may vary, the ToRs are the same.

Background Information, Rationale, and Project Objectives and Outcomes

The complex development challenges that the Middle East and North Africa (MENA) region is facing with regards to youth employment, economic development and sustainable transition require an effort to go beyond the traditional approaches and responses. In the coming decades, some 70 million youth in the Middle East and North Africa (MENA) region will require an economic future that provides a basis for human development and social cohesion as well as a vibrant and inclusive political life. Unemployment in the Middle East and North Africa (MENA) region is the highest in the world, and rising rapidly during the last few years, from 24.7% in 2019 to 27.7% in 2021[1] More alarming is that over 89% of youth[2] are in informal employment. The labor force participation rate decreased among youth in the Arab States, from 29.5% in 2019 to 28.6% in 2021.[3] Over 29% of youth were not in education, employment or training in 2020, and the rates were twice as high for young women ( at 40.9% on average), compared to young men (at 19.2%)  These high levels of youth unemployment, informality and inactivity are driven by multiple reinforcing factors, and current economic shocks including the ongoing effects of the Covid-19 pandemic and the war in Ukraine only make their situation even worse.

The COVID-19 crisis has severely disrupted the functioning of entrepreneurs and small and medium-sized enterprises, with many reporting closures of their businesses, but others are managing to pivot



to new products and services. However, most entrepreneurs and small and medium-sized enterprises in the region have not kept pace with the current wave of technological change that would enable them to adapt to the current and post-COVID-19 economy.

Meanwhile, in the Arab region the crisis now converges with other major crises – a decade long set of conflicts, and the accelerating impacts of climate change, and ecological fragility. The Arab region is the world’s most water scarce and food import-dependent region and has emerged as a global climate hotspot with temperatures rising faster than the world average, threatening to further reduce food and water security with millions likely to suffer from climate induced displacement and poverty by 2030.

The Danish-Arab Partnership Programme (DAPP) is Denmark’s collaboration programme with the Middle East and North Africa, focusing on Morocco, Tunisia, Egypt, and Jordan (DAPP countries). The programme helps to strengthen good governance and ensure economic opportunities, especially for young people and women in the region, through partnerships. DAPP places youth at its very core – not only as beneficiaries, but also as active, innovative, and critical agents of change. It comprises of two programmes, the Youth Employment and Entrepreneurship (YEE) Programme  and the Human Rights and Inclusion Programme. The Green Growth and Jobs Accelerator Project (GGJAP) is project 2 out of three projects under the Youth Employment and Entrepreneurship Programme (YEE) programme and will be implemented in concertation with the two other projects, project 1 implemented by a consortium led by PlanBørnefonden and project 3 implemented by the Danish Development Finance Institution (IFU). 

Project 1 of the Youth Employment and Entrepreneurship (YEE) programme comprises of PlanBørnefonden, MS ActionAid, GAME, and the Danish Chamber of Commerce which sets a youth-centered approach to address both the supply-side challenges (e.g., through skills development and job transition support, mentoring and career guidance, entrepreneurship support, promotion of conducive gender norms in families and communities) as well as the demand-side challenges (e.g., through apprenticeships, promotion of conducive work environments). Project 3 of the Youth Employment and Entrepreneurship (YEE) programme consists of a fund called the Sharaka Capital Investment Fund Project which targets small and medium-sized enterprises in Danish-Arab Partnership Programme (DAPP)  countries where it will provide risk capital to small and medium-sized enterprises by mixing equity and loan instruments. The flow of small and medium-sized enterprises from Green Growth and Jobs Accelerator Project (GGJAP) will serve as a pipeline of potential investments for this fund.

With the support of the Danish Ministry of Foreign Affairs (MFA)/ Danish-Arab Partnership Programme (DAPP), the United Nations Development Programme’s (UNDP) will implement the GGJAP in Morocco, Tunisia, Egypt and Jordan through August 2023-June 2027. The aim is to catalyze green growth in local small and medium-sized enterprises and from this create green jobs for youth in the target countries. ‘UNDP’ is the umbrella term that refers to UNDP Nordic Representation Office (NRO), the Regional Bureau of Arab States (RBAS) and the four Country Offices (Morocco, Tunisia, Egypt, and Jordan) that together constitute the project’s focal points.

The target is to create at least 4,000 new, direct jobs and 10,000 indirect jobs for especially youth and women. A direct job is defined as a new job, created in the small and medium-sized enterprises that take part in the Accelerators, that provides a fair wage, a contract for at least one year (after initial probation period if necessary, and depending on the laws in each country), social insurance, and paid leave benefits (again subject to the country's labor laws).

To reach the objective, the Green Growth and Jobs Accelerator Project (GGJAP) will work towards obtaining this outcome:  


Small and medium-sized enterprises grow and create jobs through development of new innovative ideas or scaling of existing solutions.

The complementary outputs supporting the achievement of this outcome are:

Output 1: Target companies enabled to grow their business and create green jobs for youth.

Output 2: Green business solutions of target companies accelerated by increased access to finance.

Output 3: Youth and companies capacitated to accelerate and manage green, sustainable growth
