I. BACKGROUND / RATIONALE

The Nigeria Police Force (NPF) plays a pivotal role in maintaining law and order, safeguarding citizens, and upholding democratic governance across the country. However, the institution faces persistent challenges related to operational efficiency, resource allocation, officer welfare, public trust, and responsiveness to community needs. In recognition of these challenges and in alignment with the Police Act 2020 and broader national reform objectives, the United Nations Development Programme (UNDP), in collaboration with the Department of Research and Planning of the Nigeria Police Force  (DRP- NPF), will be supporting the development of a comprehensive National Police Strategic Plan. Ultimately, the National Police Strategic Plan will serve as a foundational document for reform, guiding the NPF in its efforts to become a more professional, accountable, and community-responsive institution. It will enable strategic budgeting, tracking progress over time, and ensuring that police services are tailored to the needs of officers and the communities they serve.

This initiative is part of a wider effort to institutionalize evidence-based planning and reform within the NPF. It builds upon the successful implementation of a pilot police perception survey conducted in late 2023–early 2024, which provided valuable insights into officer morale, public perceptions, and systemic gaps. The next phase of this reform journey involves a nationwide public perception survey to gauge people’s views on safety, security and justice including access to police and formal justice sector services. This study is expected to contribute to the NPF’s  research and strategic planning process that will generate actionable data, foster inclusive dialogue, and produce a long-term roadmap for police transformation.

The proposed public perception survey findings and recommendations will inform the development of the National Police Strategic Plan grounded in evidence- based data, including stakeholder interviews and  consultations, as well as desk reviews. As such, the survey will adopt a  mixed-methodology for  data collection and analysis. 

The survey will be conducted with technical support from UNDP in partnership with the NPF,  Police Reform Secretariat in the Office of the Inspector General of Police, the Police Service Commission (PSC), and the Ministry of Police Affairs.  

To ensure the integrity and independence of the survey, UNDP  will engage a Nigerian think tank or university with proven expertise in the design and conduct of public perception surveys and data analysis. The selected service provider  will lead the design and development of the survey methodology, questionnaires, oversee fieldwork interviews as well as desk research, data triangulation, analysis, and report writing with key findings and recommendations, and  ensure overall quality assurance.  The selected service provider will also assist in drafting the proposed policing strategic plan in close consultation with the NPF, the Police Reform Secretariat (PRS), the Ministry of Police Affairs and UNDP.  Furthermore, the selected organization is also expected to engage the staff of the PRS in the design and implementation of the survey, thereby developing  the PRS staff capacity to undertake  similar surveys in the future.
