Introduction

The ecosystem diagnostic study aims to produce a comprehensive diagnostic study into the state of the entrepreneurship ecosystem in Brunei Darussalam and to generate insights and recommendations to guide actions to further strengthen the entrepreneurship ecosystem. The study will assess the strengths and weaknesses of the Brunei Darussalam entrepreneurship ecosystem across its key domains: policy and regulatory framework, human capital and entrepreneurship culture, access to finance and incentives, business development support and infrastructure, innovation and technology, and market access. Additionally, the entrepreneurship ecosystem diagnostic framework will be adapted to the Brunei Darussalam context to include relevant additional domains including access to entrepreneurship education. Each of these domains will be assessed with a youth-responsive, gender-responsive and socially inclusive lens.  The research methodology will be customised to Brunei Darussalam context and ecosystem looking at interventions to solve the development challenges, including vulnerable groups as part of the target group, extend the coverage to include youth that might want to venture into business.

The evidence generated will be used to frame national policy and programmatic interventions on strengthening the entrepreneurship ecosystem in Brunei Darussalam in close collaboration with national and international partners. The evidence generated will also inform UNDP and IsDB potential future programme collaboration with Brunei Darussalam. In addition, the key findings and recommendation of the research will contribute towards the formulation of an action plan aimed at strengthening the entrepreneurship ecosystem of Brunei Darussalam

 Guided by IsDB's Youth Development Strategy (YDS) 2020-2025 which provides the strategic framework for how IsDB's interventions integrate the needs of youth and Youth 2030: the United Nations Strategy on Youth, the UNDP-IsDB partnership aims to support youth empowerment in South Asia and Southeast Asia and accelerate the achievement of the Sustainable Development Goals through UNDP's Youth Co:Lab initiative.

 To ensure the study takes into account the national context, the research team/firm is required to have the relevant experience and valid expertise in carrying out desk reviews, data collection, data analysis, stakeholder mapping, human centric research methods and policy review/analysis. The study will be co-financed and implemented under the technical guidance of UNDP and IsDB.
