RFP-046/25 - CONSULTING FIRM TO DEVELOP ASSET MANAGEMENT SYSTEMS AND TOOLS FOR THE NATIONAL REVENUE AUTHORITY SIERRA LEONE.

As part of its commitment to institutional strengthening, the UNDP Sierra Leone Country Office aims to assist the National Revenue Authority (NRA) in enhancing its asset management systems and structures. This involves developing effective policies, implementing an Enterprise Resource Planning (ERP) system, and building capacity in areas such as asset inventory management including vehicle oversight, and general property administration. Key initiatives include establishing a new cloud-based ERP system with digital platforms for management of assets, updating procedural guidelines, and training staff for efficient asset management that is results-oriented. The ultimate goal is to bolster NRA's long-term institutional effectiveness by improving their asset management capabilities and resilience. UNDP Sierra Leone is seeking the services of a qualified and experienced Assets Management firm in the following Key areas of focus:

i. Policy and Procedures: The firm to develop and updates policies and procedures for managing NRA’s properties, plant, and equipment, covering everything from inventory and vehicle management to financial closures and record retention.

ii. System Implementation: To establish modern and robust, cloud-based ERP management system aimed to streamline asset tracking and essential financial operations.

iii. Enhancing Institutional Effectiveness through Capacity Building: Bolster the NRA's capabilities in asset management to develop more efficient and effective systems ultimately achieving greater operational success and efficiency. The firm to provide systematic trainings to strengthen NRA capacity to manage assets effectively and efficiently.

Objective of the Consultancy:

The primary goal of this consultancy is to facilitate the creation of Asset management policies and procedures, implement a modern and robust cloud-based ERP management system, to support the effective use, control, and disposal of NRA's assets. This would involve keeping precise asset records being updated regularly, system to ensure regulatory compliance, and enhancing operational efficiency through systematic processes for managing the entire lifecycle of NRA’s assets—from acquisition to disposal.

The consultancy firm will:

i. Develop and establish a user-friendly ERP cloud-based web application tailored for the National Revenue Authority (NRA).

ii. Perform an internal evaluation of the NRA's asset management tracking system.

iii. Develop asset management systems, procedures, rules, regulations, policies, and strategies that align with the Government of Sierra Leone's asset management framework.

iv. Assist the NRA in establishing and implementing thresholds for assets and inventory, building on existing frameworks.

v. Create a system to oversee the receipt, inspection, and verification of all incoming equipment, furniture, and supplies while also coordinating delivery schedules for users.

vi. Set up a system to manage the process of tagging and barcoding all furniture and equipment upon receipt from the supplier. The system should include the use of laser printers to engrave QR code and/or Barcode on assets including equipment, furniture, and supplies.

vii. Provide training to NRA staff, particularly essential personnel such as key assets and inventory managers, in tracking and reporting asset management processes alongside systems control.

viii. Valuation of all properties and high-value fixed assets according to international standards.

ix. Develop standard operating procedures, detailed checklists, asset manuals, and any other necessary systems to facilitate efficient asset management
