Introduction

UNDP Viet Nam is looking for a National Consultant on Institutional and Public Finance Mechanisms for Coral Reef Risk Financing to Contribute to the Design of Risk Transfer Solutions for the Viet Nam Climate-Smart Coastal Communities (VN-CSCC) Project.

The objective of this assignment is to lead the institutional and public finance analysis under Activity 1313.2 of Output 1313 in the VN-CSCC project. This work will provide the institutional and financial analysis to inform the design and piloting of climate and disaster risk financing instruments aimed at protecting and restoring coral reef ecosystems in Hue City and Gia Lai Province.

The National Consultant on Institutional and Public Finance Mechanisms will be responsible for analysing Viet Nam’s institutional arrangements and financing practices related to climate risk management, environmental protection, insurance markets, and public finance, with the aim of identifying entry points, constraints, and enabling conditions for reef-related insurance and risk transfer solutions. The consultant will also assess institutional mandates and capacities across national and provincial levels, evaluate the readiness of government actors to implement innovative finance mechanisms, and suggest practical institutional and financing options to facilitate deployment and scaling.

Duration: 67 working days (58 home-based days + 09 field travel days) from December 2025 – July 2026
