Introduction

Scope of Pre-Qualification process:

The purpose of this pre-qualification is to establish a list of pre-qualified companies that will be invited to bid for various construction and debris removal work tenders to undertake work covering the category of:

i. Construction, Repair, Rehabilitation, Retrofitting Works of Objects/Facilities, and other Civil Works

ii. Debris Removal and Demolition works. 

This ITP is open to all eligible civil works contractors solely or in a joint venture or in consortium (hereinafter: The Applicant) interested to work on projects of construction, civil works, debris removal and demolition works in Ukraine until December 2027.

UNDP will establish a roster as a result of this pre-qualification. The roster will be valid for until December 2027 and when required by UNDP which will be updated on need basis. At UNDP’s discretion, a new prequalification round, whenever required, will be run to add new companies to ensure an adequate volume of companies with sufficient capacity are maintained.

Companies that would have already been pre-qualified under this process will not be required to participate in future rounds. However, if these pre-qualified companies believe their capacity has been increased after a certain period, they may submit a direct request letter to UNDP to reassess and upgrade their status to a higher band, allowing for a higher contract award ceiling.

This ITP aims at establishing a list of highly experienced and qualified companies who are technically, financially, and administratively capable of providing excellent construction services of various objects/facilities and debris removal and demolition works in Ukraine. The companies will be placed in the following three (03) bands based on their technical and financial capacity provided they meet the eligibility and qualification requirements:

(i)                  Band A-1: works up to 500,000 USD.

(ii)                 Band 1: works up to 1,000,000 USD.

(iii)                Band 2: works up to 2,000,000 USD, and

(iv)                Band 3: works up to 5,000,000USD.

Note: Any work order request having a value above USD 5,000,000 will be published as open international competition. 

Interested companies must fill in the UNDP Pre-Qualification Application and submit relevant documentation/information as to demonstrate that they are eligible and qualified to perform required works and services as and when required by UNDP. In principle, UNDP intends to use the outcome of this exercise for pre-qualification purposes in the context of procurement actions/opportunities that may arise until December 2027.

Please indicate whether you intend to submit an application by creating a draft response without submitting directly in the system. This will enable the system to send notifications in case of amendments of the tender requirements. Pre-Bidding Conference:

UNDP will organize a virtual informational meeting to address applicants Q&A and to provide a better picture of the projects’ requirement to allow applicants to come up with realistic applications.
