The United Nations Development Programme (UNDP) is committed to fostering inclusive and sustainable economic growth by supporting entrepreneurship, skills development, and resilience-building initiatives. As part of its broader mission to empower vulnerable populations, particularly women and youth, UNDP has implemented several interventions aimed at enhancing economic opportunities and strengthening the capacity of Micro, Small, and Medium Enterprises (MSMEs) in Nigeria.

 

This consultancy seeks to conduct an impact evaluation of Two key interventions:

 

1.     Empowering Women and Youth Through Skills Development

 

i.      Solar Training for 200 Beneficiaries: Renewable energy is a critical driver of sustainable development, and solar energy presents vast opportunities for economic empowerment. UNDP’s solar training initiative provided 200 individuals, including women and youth, with skills in solar panel installation, maintenance, and entrepreneurship within the renewable energy sector. This intervention aligns with the HerAfCFTA initiative by equipping women and youth with technical skills that enhance their participation in Africa’s renewable energy sector, a critical industry for intra-African trade and economic growth under the AfCFTA framework. Through Her Facility, the training provides access to the equipment and technical expertise needed to establish and scale solar energy businesses. Under Her Network, it fosters connections with key stakeholders in the energy and trade sectors, creating opportunities for cross-border collaboration. The evaluation will assess how the training has facilitated employment, entrepreneurship, and access to new markets, positioning women and youth-led enterprises as key contributors to Africa’s growing renewable energy economy.

 

 

ii.     Bag-Making Training for 100 Beneficiaries: The bag-making industry offers significant opportunities for job creation, particularly in local production, export potential, and sustainable fashion. Under the HerAfCFTA initiative, UNDP trained 100 beneficiaries in bag-making, equipping them with the skills needed to enter domestic and regional markets. This assessment will evaluate the effectiveness of the training in fostering employment, business startups, and market linkages under AfCFTA, particularly for women entrepreneurs.


2.     Building Resilient and Competitive MSMEs: The Promise of Covid-19 Interventions and the Impact on MSMEs:

 

i.      The COVID-19 pandemic had devastating economic effects, particularly on MSMEs in Nigeria, leading to widespread job losses, reduced household incomes, and business closures. In response, UNDP implemented a cash transfer program to provide immediate financial relief to affected individuals and businesses. The impact assessment will measure the extent to which this intervention has contributed to business recovery, income stability, and long-term economic resilience.

 

ii.     Clustering Support for 12,000 MSMEs: MSMEs face significant challenges in accessing markets, finance, and infrastructure. UNDP’s clustering support initiative provided 12,000 MSMEs with structured support to enhance productivity, competitiveness, and business sustainability. By promoting collective resource-sharing, networking, and knowledge exchange, this intervention aimed to improve business resilience and market access. The impact evaluation will assess how clustering has influenced MSME growth, operational efficiency, and economic sustainability.

 

iii.   Equipment Support to Clusters of MSMEs: In further strengthening cluster-based support, UNDP provided production equipment and tools to selected MSME clusters across key sectors. This intervention aimed to reduce operational costs, improve production quality, and enhance competitiveness in both local and regional markets. The impact assessment will examine how access to equipment has influenced business productivity, income generation, job creation, and long-term sustainability of the supported MSME clusters.

 

These interventions were designed to address economic vulnerabilities, strengthen resilience, and promote regional trade opportunities under AfCFTA. The evaluation will provide evidence-based insights to inform future programming and policy decisions, ensuring that UNDP’s support remains impactful and scalable.
