Introduction
UNDP Bhutan is seeking proposals from interested, qualified, and experienced national (Bhutanese) consultants to submit their proposal for the Midterm Review (MTR) of the full -sized UNDP-supported GEF-financed project titled Advancing Climate Resilience of Water Sector in Bhutan.The MTR will provide an independent, evidence-based assessment of progress towards achieving the project’s objectives and outcomes as set out in the Project Document. It will identify successes, challenges, and risks, and recommend corrective actions to ensure the project remains on track to deliver its intended results. The MTR findings will be used by the Project Management Unit and other implementing partners to strengthen project performance, by UNDP to support adaptive management and alignment with strategic priorities, and by the GEF and government counterparts to assess effectiveness, accountability, and sustainability.
The MTR will enable timely adjustments and ensure recommendations to inform the remaining implementation period. The MTR will draw on all relevant documentation including the PIF, UNDP Initiation Plan, safeguards, Project Document, PIRs, budget revisions, lessons learned reports, and national frameworks—as well as the baseline and midterm GEF focal area Tracking Tools. Findings will be credible, reliable, and useful, providing actionable recommendations for decision-makers at project, national, and institutional levels
The consultancy experts comprising an International Consultant will lead with support from the local consultant. He/she will provide overall guidance and technical inputs to ensure that the assessment conducted is in conformity with the goals, expectations and standards as outlined in this TOR and quality acceptable to MoIT and UNDP. The international expert will collaborate with the local consultant/expert, MoIT and UNDP Bhutan and relevant stakeholders/UNDP regional experts.
