Introduction

Design and Implement a Case and Workflow Management Solution for Legal Aid Commission (LAC) of Sri Lanka. 

United Nations Development Programme (UNDP) Sri Lanka’s Flagship Portfolio on SDG16- Peace, Justice and Strong Institutions brings together inclusive governance and peacebuilding work under one umbrella. The Portfolio is implemented by UNDP as part of its Country Programme and the United Nations Sustainable Development Framework and enables the provision of cohesive and integrated support to the Government of Sri Lanka.

The Legal Aid Commission (LAC) of Sri Lanka was established by Act No. 27 of 1978 with the main objective of providing free legal assistance to individuals unable to afford legal representation. The Commission was formed to address the need for a more accessible legal system, acknowledging that numerous citizens, particularly those from marginalized communities, encounter barriers to accessing justice due to financial limitations.

The caseload managed by the LAC exceed 100,000 cases that range from initial legal consultations / advisory services to filing cases at the respective jurisdictions.  These cases are overseen using a network of 85 regional / branch offices located throughout the island.  Additionally, there are also a network of lawyers who work with the LAC in supporting these cases.  At present all matters relating to these cases are handled manually using paper-based files and documents.  Due to the island wide spread of these cases and the longer time required for completion in the Court process, handling such a case load has become challenging for LAC.

JURE project will therefore support LAC to implement a web-based system to digitize case tracking and workflow management, centralizing activities like case registration, document handling, scheduling, and updates. This aims to boost efficiency, transparency, and accountability, while reducing delays and improving staff coordination

Objective:

The key objectives of this digitization include the following.

•    Streamline and digitize tracking in legal aid case management and related workflows.
•    Enable accurate tracking of time and effort spent by panel lawyers for payment processing and monitoring.
•    Facilitate planning, budgeting, and monitoring of projects including special awareness programs.
•    Ensure centralized access and data consistency across all LAC offices.
•    Support statistical data collection and reporting pertaining to LAC activities.
•    Provide accurate and real-time data to support planning and decision making by the commission.
