Introduction
The selected service provider will be responsible for designing and executing an integrated Pilot Evaluation and Sustainability Planning programme comprising three mutually reinforcing components: Pilot Performance Evaluation; Evidence Synthesis and Knowledge Exchange; and Sustainability and Scaling-Up Planning.
The assignment covers pilot-phase interventions implemented under the project. The service provider will work closely with partners including government departments and farmer associations, to ensure analytical accuracy, inclusivity, and alignment with both national and bilateral priorities.
The overall approach will be grounded in a Results-Based and Learning-Oriented Evaluation Framework, combining theory-driven inquiry, participatory engagement, and evidence-based feedback loops. The framework shall align with the UNDP Evaluation Guidelines, the project Theory of Change (ToC), and the Sustainable Development Goals (SDGs), ensuring that evaluation results inform real-time learning, adaptive management, and long-term sustainability planning.
