UNDP/RFQ/28/2025 (UNDP-NPL-00588) - GBF Umbrella - Request for Quotation for Long Term Agreement for Event Managements on behalf of GBF-Umbrella Programme to support NBSAP update and 7th National Reporting
UNDP’s Umbrella Programme builds on the earlier Early Action Support (EAS) Project, which supported the Ministry of Forests and Environment in preparing the Nepal’s National Biodiversity Strategy and Action Plan (NBSAP) and aligned with the Global Biodiversity Framework (GBF). It will also support for preparation of the Seventh National Report for submission to the Convention on Biological Diversity (CBD). The Umbrella Programme now focuses on validating the NBSAP at national and sub-national levels and facilitating its localization across provincial and local governments. This includes developing implementation guidelines and strengthening stakeholder capacities for effective delivery. A series of field-level consultations and workshops are planned to validate the draft NBSAP and generate data for the Seventh National Report. These consultations are designed to reflect a whole-of-government and whole-of-society approach, ensuring inclusive participation from federal, provincial, and local institutions, as well as civil society, academia, and Indigenous Peoples and local communities. To support these activities, government officials and stakeholders will need to travel frequently and urgently between federal and sub-national locations. Given the scale and urgency of these activities, the project plans to engage a qualified consulting firm or service provider to manage event logistics. This includes coordinating travel, distributing daily subsistence allowances (DSA), supplying stationaries, and supporting the implementation of consultations, workshops, and related stakeholder engagements.
