Introduction

UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for the development of Viet Nam’s Seventh National Report on the implementation of the United Nations Convention on Biological Diversity (CBD).

GEF-8 Umbrella Programme to Support NBSAP Update and the 7th National Reports is an initiative implemented by participating countries and funded by the Global Environment Facility (GEF). The programme aims to support the ongoing revision and updating of National Biodiversity Strategies and Action Plans (NBSAPs) and to facilitate reporting on progress towards the implementation of the Kunming–Montreal Global Biodiversity Framework (GBF).

This programme provides financial and technical support to 139 developing countries, small island developing states, and economies in transition, helping them update their NBSAPs to align with the GBF, and prepare and submit their Seventh National Report to the Convention on Biological Diversity (CBD).

UNDP Viet Nam is looking to recruit a qualified national consultancy firm to support MAE/NBCA in preparing Viet Nam’s Seventh National Report on implementation of the CBD for the period 2019 – 2025.

Overall Objective: The objective of this assignment is to support the preparation of Viet Nam’s Seventh National Report on the implementation of CBD for the period 2019–2025. This will be carried out using a participatory approach under the leadership and coordination of NBCA — the national focal point for CBD implementation. The process will follow a multi-stakeholder coordination mechanism and working groups, in accordance with the technical reporting requirements outlined in Annexes I and II of CBD Decision 16/32, as well as other relevant CBD Decisions.

 Specific Objectives:

·       Lead the design of the reporting process, including the development of a detailed report outline based on the official CBD reporting template, and propose the establishment (or adaptation) of a coordination mechanism, possibly leveraging the existing structure used for updating NBSAP.

·       Engage and coordinate with stakeholders to identify relevant and necessary data and information sources for drafting the Seventh National Report.

·       Draft the content of the National Report in line with the structure and guidance provided in CBD Decision 16/32 to submit NBCA and UNDP for consideration.

·       In collaboration with NBCA and UNDP, lead the organization consultation workshops and a national dissemination workshop with participation from key provincial departments, ministries, and stakeholders to review and validate the draft report.

·       Finalize the draft based on feedback and submit it for official comments from relevant agencies for review and approval by MAE.
