Duration: 15 December 2025 – 30 September 2026 (estimated 65 consultancy days)

Duty station: Yerevan, Armenia (Home-Based with occasional office visits)

Description of the Assignment: The assignment aims to support the Central Electoral Commission (CEC) in mainstreaming social inclusion and disability accessibility across its frameworks, policies, and operations. This will be achieved through developing and operationalizing the CEC’s Gender Equality and Social Inclusion (GESI) Policy Framework, integrating inclusion priorities into the CEC Development Strategy and Roadmap 2024–2028, and aligning practices with international accessibility and human rights standards, including the UN Convention on the Rights of Persons with special needs (CRPD). Key focus areas include institutional capacity-building, accessibility enhancement, and participatory policy development. The expert will:

  • Design inclusive electoral policies and operational guidelines, including barrier audits, polling station accessibility assessments, and use of assistive technologies.
  • Deliver training for electoral officials, CSOs, and partners on social inclusion, disability rights, and reasonable accommodation, using the BRIDGE methodology and participatory tools.

These efforts will strengthen CEC mechanisms for accessibility and inclusion, enhance participation of persons with disabilities and marginalized groups, and promote transparent, equitable electoral governance in Armenia. Objectives:

  • Promote social inclusion and accessibility in electoral management, ensuring full participation of persons with disabilities, youth, and marginalized groups.
  • Develop the CEC’s GESI Framework and provide actionable recommendations for integrating measurable goals into the 2024–2028 Development Strategy, aligned with the CRPD and international standards.
  • Build institutional and individual capacities of CEC officials, TECs/PECs, and electoral stakeholders on disability inclusion, accessibility, anti-discrimination, and social inclusion.
