Introduction

UNDP Viet Nam is looking for 01 qualified Information and Communication Technology consultancy firm/institute/organization for upgrading of Climate Change Adaptation Database Portal in Viet Nam (https://adaptation.dcc.mae.gov.vn/).

With its extensive coastline and deltaic plains, Viet Nam is considered one of the countries most vulnerable to climate change globally. The country has experienced increasing intensity and frequency of extreme weather events such as typhoons, floods, droughts, and heatwaves. These hazards have led to significant socio-economic and environmental damage, particularly affecting rural, coastal, and mountain communities. The Mekong Delta, responsible for over half of Viet Nam’s rice production, is highly susceptible to sea-level rise and salinity intrusion. Meanwhile, urban areas face challenges such as flooding, water stress, and heat stress, putting pressure on infrastructure and public health systems.

To address climate change, the Government of Viet Nam has developed a comprehensive policy and planning framework. This includes the National Strategy on Climate Change to 2050, Viet Nam’s Green Growth Strategy, and the National Adaptation Plan (NAP) 2021–2030, with a Vision to 2050—approved under Decision No. 1055/QD-TTg in July 2020. The NAP outlines 142 priority adaptation tasks across five critical sectors: Agriculture and Rural Development, Health, Transport, Natural Resources and Environment, and Planning and Investment. 

UNDP Viet Nam is seeking an Information and Communication Technology Consulting Firm to support the Department of Climate Change under Ministry of Agriculture and Environment to enhance the NAP Portal with additional functions as described above (at https://adaptation.dcc.mae.gov.vn).

The main objective of the consultancy is to update the existing NAP Portal in both English and Vietnamese interfaces in order to satisfy the changes in the reporting systems as a result of the government reform and strengthen the M&E capacity at both central and provincial levels applying AI technology so that the results can be synthesized following the indicators mentioned in Decision 148/ QD-TTg on National Climate Change Adaptation Monitoring and Evaluation System.

Specifically, the firm shall:

1.       Update the NAP Portal to reflect the changes after the administrative government reform (for example, merging of ministries and provinces).

2.       Supplement functions to support management, M&E and reporting work at related ministerial and provincial agencies.

3.       Design and program the interface (Front-End) to make the NAP Portal user-friendly on different types of device;

4.       Enhance the security of NAP Portal.
