Introduction
Using new ways to raise funds has become important in this fast-changing field of international development. Worldwide, for example, crowdfunding has become a popular alternative to traditional funding, allowing local entrepreneurs, individuals, and collective projects/initiatives to receive financial support directly from the public, private sector, and other donating groups. This can be agreed that not only moves communities, particularly women and youth, to be more involved but also helps solve the problem of financial exclusion, especially in remote areas where banks are hard to reach. Here, technology plays a major role. As with online platforms, projects and potential donors are connected through a crowdfunding platform. For Angola, this a financial system that can promote inclusivity, economic and social growth.
Additionally, a crowdfunding campaign is a key tool for overcoming the lack of resources that often blocks projects development. This is essential to ensure the project's sustainability by obtaining the resources and support needed to maintain and expand its impact, also, giving people the chance to support projects that align with their values while boosting local progress.
The United Nations Development Program (UNDP) under the Bureau for External Relations and Advocacy (BERA) has been advocating for alternative financing and parentship through ongoing and future projects in the organization.
The Angola Country Office recently completed the Crowdfunding Academy 2024 under the overarching theme of "Nature, Climate, and Energy," gaining valuable practical experience and developing a pre-designed crowdfunding campaign ready for launch.
SCOPE OF WORK
The selected crowdfunding service provider will be responsible for:
1. The service provided must be registered and approved by the national bank as a financial service provider.
2. Designing and developing a fully functional, secure, and user-friendly crowdfunding platform.
3. Integrating the platform with both local online payment systems, including credit card processing, bank transfers, and mobile money services.
4. Implementing robust security measures to protect the privacy and financial information of all users and donors, adhering to industry standards and best practices.
5. Providing ongoing technical support and assistance throughout the campaign period, including troubleshooting, and resolving any issues that may arise.
6. Ensuring the platform complies with all applicable laws, regulations, and data privacy requirements, both nationally and internationally.
7. Regularly monitoring and evaluating the platform's performance, providing reports and recommendations for improvements as needed.
The evaluation method and evaluation criteria are described in Anexx 1 and 5 of the RFP document and will follow the structure of:
☒ Highest Combined Score (based on the 70% technical offer and 30% price weight distribution)
☒ Full acceptance of the UNDP Contract General Terms and Conditions (GTC). This is a mandatory criterion and cannot be deleted regardless of the nature of services required. Non-acceptance of the GTC may be grounds for rejecting the Request for Proposal.Technical Request for Proposal (70%)
