Invitation to Submit an Offer as a National Individual Contractor
National Consultant for UNDP- GEF Midterm Review (Applicant shall be National of Sudan)
Introduction:
This is the Terms of Reference (ToR) for a National Consultant to conduct the Midterm Review (MTR) of the Global Environment Facility (GEF) financed Promoting the use of minigrids for sustainable development in Sudan - National child project under the GEF Africa Minigrids Program. The project started on the 4th of January 2022 and is in its third year of implementation. This ToR sets out the expectations for this MTR. The MTR process must follow the guidance outlined in the document Guidance for Conducting Midterm Reviews of UNDP-Supported, GEF-Financed Projects:(http://web.undp.org/evaluation/documents/guidance/GEF/mid- term/Guidance_Midterm%20Review%20_EN_2014.pdf
- The MTR will assess progress towards the achievement of the project objectives and outcomes as specified in the Project Document and assess early signs of project success or failure with the goal of identifying the necessary changes to be made in order to set the project on track to achieve its intended results. The MTR will also review the project’s strategy and its risks to sustainability.
- The MTR will evaluate the effectiveness of the project's strategies and actions in promoting gender equality and women’s empowerment, advancing disability inclusion, and adhering to the principles of Leave No One Behind. This will include assessing the integration of the gender action plan within the project's operations and its impacts on enhancing accessibility and safety for all, especially women, youth, and persons with disabilities.
- The MTR will assess the environmental impacts of the project to ensure it adheres to sustainable practices and principles of 'do no harm.' This includes evaluating the project's contribution to reducing carbon emissions and promoting solar energy solutions improving access to energy and productive use of renewable energy, in line with environmental sustainability goals.
- The MTR will aim to identify and document lessons learned and best practices that can be shared both within the project’s scope and with wider stakeholders, to enhance the implementation of similar renewable energy initiatives globally.
- The results of the MTR will be utilized by the UNDP Sudan Country Office, project stakeholders, and partnering ministries to implement necessary adjustments to enhance project effectiveness.
