Introduction : Country:  Bangladesh

Description of the Assignment: The Constitution of the People’s Republic of Bangladesh provides for the protection of the human rights of all citizens. The right to life, liberty, to be treated equally before the law, and non-discrimination are fundamental human rights principles set out in the Constitution as a range of civil and political rights.  Economic, social, and cultural rights are also  guaranteed as a matter of state policy. In addition to these national commitments, Bangladesh is also a party to almost all of the core international human rights treaties. Against this backdrop, notable progress has been achieved in the promotion and protection of all human rights in recent years. Many statutory bodies are functioning as effective human rights watchdogs with greater authority and more independence than ever before. Social protection schemes have been extended to cover vulnerable and extremely poor groups of people. Scores of Legislation have been enacted in Parliament to prevent domestic violence and sexual harassment as well as for the prevention of torture in custody, to ensure access to legal aid for the poor and vulnerable justice seekers. The new legislation, with a view to improving the protection of the rights of children and persons with disabilities, has also been enacted in line with the provisions of the relevant international human rights instruments.                                                                                                                                                                                                                                                                                                                                                                                                                               

                                                                                                                                                                                                                                                                                                                                                                                                The United Nations' Universal Periodic Review process (UPR) is the only global human rights mechanism scrutinizing the human rights record of all the States. Bangladesh is scheduled for a 4th cycle review of the Universal Periodic Review (UPR) next November 2023. The deadline for submitting the UPR National Report is 1st week of August 2023.,. Whereas for the stakeholders, the deadline is 1st week of April 2023. UPR involves peer review of the human rights situations of all the Member States, providing an opportunity for all the States to describe actions undertaken by them, to improve the human rights situations in their countries as well as to overcome existing challenges to the enjoyment of human rights by all.

UNDP Bangladesh has been supporting the Ministry of Foreign Affairs (MoFA) in  preparing treaty body reports as well as the UPR National report. Considering the importance of such reporting, MoFA sought support regarding the appointment of a National Consultant with a view to drafting the report of the State under review i.e. Bangladesh for the 4th Cycle of UPR and to support consultations and/or workshops with the relevant stakeholders, as well as for collection of data and relevant information, as would be required, for drafting the report.

 Objectives

 The overall objective of this consultancy is to support MoFA in preparation of the National Report for the 4th Cycle of Universal Periodic Review (UPR) 

Period of assignment/service (if applicable): 60 working days over a period of 4 months.
