Introduction :

The main scopes and objectives of this assignment are to:

 ·    Assess the contribution and attribution of the project to the predetermined outcomes and project’s impacts. More specifically, the impact evaluation should assess the actual and expected changes in the targeted households and rural community (positive and negative, direct, and indirect) because of project interventions. Provide an analysis where the intended impact was not achieved.

·   Assess the extent to which the project contributed to gender equality and empowerment as outlined in the project design documents. Assess the project’s effectiveness, the adaptative capacity of households, livelihood diversity, innovation, and other expected outcomes. The assessment should also provide actionable recommendations to enhance the project’s impact in the future.

In addition to the above, the impact evaluation should also discuss:

·      The innovative aspect of the intervention:  It should highlight the various aspect that the project manages to bring innovative solutions to meet the needs of the target groups.

·     Total Beneficiaries:  As of December 2020, the project has already and benefitted around 102,395 (48,183 female and 54,212 male) individuals. The number of project beneficiaries is expected to increase over the past years, and this assessment should provide the latest total number of beneficiaries who have benefited from the project intervention in the project landscape of 38 gewogs under twelve Dzongkhags.
