Dear Candidate,


The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) is carrying out an evaluation of ‘UNDP support to the digitalization of public services’, as planned in its multiyear programme of work (2022-2025) approved by the UNDP Executive Board in February 2022. The evaluation aims to provide UNDP Management, the Executive Board and other stakeholders an assessment of the relevance of UNDP’s support, results achieved in strengthening public services, and lessons learnt for the digital transformation agenda.


The evaluation aims to provide evidence to promote organizational learning for improved effectiveness and contribute to enhanced accountability towards the Executive Board and development partners of UNDP. The evaluation will be conducted during 2023 and will assess the extent to which UNDP has contributed to generating a digital ecosystem to improve and strengthen public services in programme countries. The evaluation will determine the extent to which UNDP has harnessed the potential of digital technology to accelerate development results and create digital ecosystems in programme countries. This includes an assessment of the organization’s readiness to support the digital transformation agenda of the partner governments and the extent to which UNDP is becoming a digital native organization. The evaluation will assess UNDP programmes during the period 2014-23, covering three Strategic Plans (including the ongoing one).


The evaluation will pay specific attention to population groups most at risk of being left behind, including women and girls, illiterates and language minorities, those with limited digital literacy, indigenous communities, groups living in remote areas, people with disabilities, and members of the Lesbian Gay Bisexual Transgender and Intersex (LGBTI) community. The evaluation will assess UNDP’s approach to mitigating the digital divide in its interventions.  The attached Terms of Reference of the evaluation provides further details about the scope of the evaluation and the design. A team of experts will be engaged by the IEO in carrying out this evaluation and this position is for the Digital Ecosystem Expert for Latin America and the Caribbean.
