Introduction
The overall objective of the independent review is to independently assess if South Africa’s BUR-5 and NC4 complies with the “UNFCCC Biennial Update Report and National Communication guidelines for Parties not included in Annex I of the Convention. In addition, the service is also expected to integrate all draft chapters of the NC4 into a single NC4 document. To achieve this, the following project deliverables must be achieved:
In relation to BUR-5:
- Assessment and recommendations of additional themes in the BUR-5 that were not included in BUR-4 as well as recommendations for the South Africa's 1st Biennial Transparency Report (BTR).
- Asses if BUR-5 complies with the UNFCCC reporting guidelines for BURs and make suggestions for improvement or corrections where gaps exist.
- Assessment of findings contained in South Africa’s ICA summary report for BUR-4 and asses if the recommendations of the TTE have been taken into consideration in BUR-5.
- Perform scientific language editing, editing of the language in general, formatting, numbering and referencing throughout the report; and ensure that there is consistency throughout the report as well as professional and scientific flow of information throughout the report.
- Address inputs and recommendations from the public consultation process together with the drafters and finalise the BUR-5 with the DFFE core management team.
In relation to NC4:
- Integrate all drafted chapters of NC4 and ensure consistency and scientific flow across all the chapters.
- Asses if the NC4 chapters are compiled in line with guidelines for National Communications for Parties not included in Annex I of the Convention and make recommendations and inputs where required.
- Perform scientific language editing, editing of the language in general, formatting, numbering and referencing throughout the report; and ensure that there is consistency throughout the report as well as professional and scientific flow of information throughout the report.
- Address inputs and recommendations from the public consultation process together with the drafters and finalise the NC4 with the DFFE core management team.
