Description of the Assignment: 


The Consultant, in close coordination with UNDP and DENR, shall carry out the following tasks:

  • Develop an Inception Report describing the approach, methodology and workplan for completing the assignment, in coordination with DENR-EMB and other relevant units in DENR, as necessary
  • Conduct assessment of EPR Act organizational requirements vis-à-vis current organizational structure
  • Review and develop position description (PD) of various technical and administrative positions in the EMB to determine appropriateness of assigned functions and tasks vis-à-vis the position’s key result areas, in alignment with EPR Law provisions.
  • Assist the EMB in determining employee qualifications vis-à-vis competencies required for the required positions, while considering Civil Service Commission (CSC) regulations.
  • Coordinate with the Director, Assistant Director and Chief of Finance and Administrative Division in providing assistance in the assessment, review and development of the re-organizational plan
  • Assist the Environmental Management Bureau (EMB) in drafting and finalizing the qualification standards (QS) for the various technical and administrative positions  
  • Facilitate the development of the DENR-EMB, particularly NEC and regional offices, re-organizational plan based on the conducted assessment and reviews
  • Assist the EMB in submitting the finalized re-organizational plan and qualification standards to the Civil Service Commission and in securing the Commission’s and other relevant Government agencies’ approval.
  • Provide advice to the EMB Director and Assistant Director and technical assistance to EMB management on the implementation of the Re-organizational Plan
  • Provide technical assistance on organizational and management systems as the Director and Assistant Director may require

 

Under overall supervision of the DENR-EMB Director and Climate Action Programme Team Leader, the Consultant shall work closely with the DENR-EMB Technical Working Group and is expected to interact with other DENR units and other stakeholders.

 

The UNDP and DENR-EMB shall make arrangements for the conduct of meetings/consultations with relevant stakeholders, as may be recommended by the Consultant.

 

All outputs and communication of the consultant shall be submitted and coursed through the Climate Action Programme Team Leader and DENR-EMB Director, copy furnished the Programme Analyst of the Climate Action Team and the Climate-ACE Project Manager. The DENR-EMB and Climate Action Programme Team Leader will approve the outputs of the consultant.

 

Communication equipment, including laptop and mobile phone, will be provided by the consultant.

 

Domestic travels, as needed, shall be arranged by UNDP and DENR-EMB. Travel expenses, to be covered by UNDP , shall be agreed prior to travel and a travel report is to be submitted after trips are completed.


Period of assignment/services 40 person-days
