| Introduction :
Country: BiH Description of the Assignment: Under the direct supervision of the Project Coordinator, the Consultant will undertake following tasks: Task 1. Technical assistance to the EU4AGRI-Recovery project team in evaluating project proposals related to installation of solar power plants ü Review of the public call’s documentation to get acquainted with the purpose, provisions, procedures and other relevant information. ü Review of the technical documentation related to installation of solar power plants submitted as part of the project proposal (main project design, construction permits, feasibility study, etc.). ü Review of the proposed bill of quantities and detail price schedule for submitted projects including validation to current market prices. ü Review technical feasibility of proposed installation of solar power plant projects in order to comply with required standards, regulations and design requirements and provide concrete suggestions for corrective measures (if any). ü Provide written recommendation to the Evaluation Committee. Task 2. Undertake monitoring and quality assessment/verification for construction works ü Conduct field visit(s) - verification of quality and quantity of conducted works (planned/reported vs used) including assessment if completed works are in line with the relevant design documentation and agreed conditions. The Consultant will conduct site visits to 9 applicants who are on preliminary ranking list of the Public call in following local government units: Municipality of Šamac (Crkvina), Minicipality of Modriča, Municipality of Prnjavor, Municipality of Teslić, City of Prijedor, Municipality of Ribnik, Municipality of Bileća, City of Trebinje and City of Doboj. ü Evaluate executed works in accordance with the public safety regulations and good practice, FBiH spatial planning and construction legal requirements, technical regulations, general and special technical conditions and professional codes etc. ü Prepare report for each project that at least include cost verification, identified inconsistencies, identified risks and recommendations. The report will be used to support payments according to approved budget.
Period of assignment/services (if applicable): Up to 27 expert days (from June 2023 to February 2024) Proposal should be submitted directly in the portal no later than indicated deadline.
