Description of the Assignment:
Under the supervision of the Programme Analyst of the Climate Action Programme Team, the Technical Specialist will be responsible for the following functions:
Technical services
a. Lead the rapid screening on NBSAP key thematic areas to determine coherence between national targets and actions with the new goals and action targets of the Global Biodiversity Framework (GBF);
b. Undertake the review and updating of the national targets to ensure these are made operational. It is worth noting that country-level activities will focus on Target 3 of GBF for the coastal and marine sector;
c. Oversee the assessment of monitoring system for 30 x 30 coastal and marine sector targets, and the development of its monitoring action plan;
d. Develop the cost estimates and finance action plan for the implementation of the 30 x 30 national strategy for the coastal and marine sector
e. Develop technical guidance documents, tools, and trainings biodiversity and policy, including –– NBSAP target alignment, policy review, biodiversity finance, gender mainstreaming and women’s empowerment, stakeholder engagement;
f. Support literature reviews, knowledge management, compilation of information, and gathering of data on topics pertinent to the project, such as, but not limited to biodiversity and ecosystem in national, local and international contexts, sustainable development, Indigenous people and local communities; social entrepreneurship; engagement in global policy processes.
1. Capacity building and Knowledge Management
a. Review and provide clearance on GBF EAS communication materials to be drafted by the team such as press releases, talking points, PowerPoint presentation, social media posts, blogs and video messages, etc;
b. Support the translation of communication materials into Filipino
c. Develop and document best practices and lessons learned;
d. Facilitate knowledge management and sharing through promotion of access and use of spatial data via the platform UN Biodiversity Lab, Learning for Nature platform, and other available platforms endorsed by the GBF EAS Global.
Period of assignment/services 240 person-days (June 2023 to December 2024)
