UNDP Sri Lanka’s Flagship Portfolio on SDG16, Peace, Justice and Strong Institutions brings together inclusive governance and peacebuilding work under one umbrella. The Portfolio is implemented by UNDP as part of its Country Programme and the United Nations Sustainable Development Cooperation Framework and enables the provision of cohesive and integrated support to Sri Lanka.


The Ministry of Justice (MoJ) with support from the European Union, along with UNDP and UNICEF in Sri Lanka launched a multi-year “Support to Justice Sector – JURE Project” in February 2022. The JURE Project which falls under UNDP’s flagship portfolio contains a holistic package of support to the justice sector in Sri Lanka and is being implemented in close consultation and partnership with key justice sector institutions including the Judicial Service Commission, Ministry of Justice, Attorney General’s Department and Legal Aid Commission of Sri Lanka


OBJECTIVE AND SCOPE OF INTERVENTION 


This procurement consists of two parts. The Assessment of Digital Systems & Infrastructure at the Sri Lanka Law College and the Digitization Needs Assessment of the National Intellectual Property Organization. Both these assessments must be done independent to each other, and the service provider is required to have adequate resources to undertake the assignment.


Part 1 Scope - ASSESSMENT OF DIGITAL SYSTEMS & INFRASTRUCTURE FOR THE SRI LANKA LAW COLLEGE


Currently Sri Lanka Law College (SLLC) functions with limited digital technology being used in the student’s learning process.  Digital systems have been identified as a crucial element in developing interactive and collaborative legal education in Sri Lanka.


This component of the assignment has two elements.  

First element is to conduct an assessment of the digital infrastructure, cost components, and feasibility of installing the required systems in SLLC with necessary digital infrastructure. The assessment should encapsulate a number of areas, i.e., the LMS, Law College website, Integrated Library Management System, Student Management System, HR System, Procurement System, IT infrastructure, and staff training for system implementation. The assessment should consider the security of the system, training and maintenance. 


The Second element is to come up with a strategy on how best to implement the said systems, giving priority to developing and installing the LMS and the Law College website in the year 2023


Part 2 Scope - DIGITALIZATION NEEDS ASSESSMENT FOR NATIONAL INTELLECTUAL PROPERTY OFFICE (NIPO)


NIPO is the entity which administers intellectual property in Sri Lanka including registration of trademarks, patents, industrial designs and registration and administration of collective management societies. It is also the primary entity that deals with dispute resolution in the field of copyright and related rights, facilitate the enforcement of intellectual property rights. Currently, NIPO functions with a time-consuming manual application filing process to register trademarks. 


This assignment is expected to provide an in-depth assessment of the digital gaps and needs at the institutional and procedural levels of the National Intellectual Property Office (NIPO) to install an online filing system.
