Introduction :

The terminal evaluation (TE) will be conducted in close collaboration with implementing partners both at the national and county level, and development partners. The evaluation will cover the project period from Jan 2020 to July 2023. The TE will be guided by the revised UNDP Evaluation Policy, UNDP Evaluation Guidelines, United Nations Evaluation Group (UNEG) Standards and Guidelines for Evaluations, UN Evaluation Policy and UNDP Programming and Operational Policies and Procedures (POPP). The terminal evaluation will be conducted in all the counties covered by the project and at the national level. While the results will be generalised, the evaluation team will conduct sampling and identify at least 14 counties for field visits. The sampling frame has the following focus counties namely: Nairobi, Nakuru, Kisumu, Homa Bay, Migori, Kakamega, Nandi, Kajiado, Narok, Bomet, Kericho, Machakos, Kitui, Uasin Gishu, Trans Nzoia, Bungoma, Nyeri, Kiambu, Kilifi, Mombasa, Tana River, Isiolo, Wajir, Mandera, Marsabit, Garissa, West Pokot, Turkana, Baringo, Elgeyo Marakwet, Samburu, Taita Taveta, Siaya, Tharaka Nithi, Muranga, and Kirinyaga.
