Introduction : Country:  Bangladesh

Description of the Assignment: The  Constitution of the People’s Republic of Bangladesh provides for the protection of the human rights of all citizens. The right to life, liberty, to be treated equally before the law, and non-discrimination is a fundamental human rights principles set out in the constitution, as are a range of civil and political rights. Economic, social, and cultural rights are also guaranteed as matters of state policy. In addition to these national commitments, Bangladesh is also a party to almost all of the core international human rights treaties.

Against this backdrop, notable progress has been achieved in the promotion and protection of human rights for all in recent years. Many statutory bodies are functioning as effective human rights watchdogs with greater authority and independence than ever before. Social protection schemes have been extended to cover vulnerable and extremely poor groups of people. Scores of legislation have been enacted in parliament to prevent domestic violence and sexual harassment as well as for the prevention of torture, for ensuring access to legal aid for poor and vulnerable justice seekers. The new legislation, with a view to improving the protection of the rights of children and persons with disabilities, has also been enacted in line with the provisions of the relevant human rights instruments.


Bangladesh is a State party to all major international human rights instruments, including the Convention against Elimination of Racial Discrimination, the International Covenant on Civil and Political Rights (ICCPR); the International Covenant on Economics, Social and Cultural Rights (ICESCR); the Convention against Torture (CAT); and two of its optional protocols; the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW) and its optional protocol; the International Convention on Elimination of all Forms of Racial Discrimination; the Convention against Torture and other Cruel, Inhuman or Degrading Treatment (UNCAT); and the Convention on the Rights of Persons with Disabilities (CRPD).  Bangladesh also ratified the Rome Statute (International Criminal Court) on 22 March 2010 and the Convention on the Protection of the Rights of all Migrant Workers and Members of their Families (ICRMW) on 24 August 2011.                                                                                                                                                                                                                                                            

Period of assignment/service (if applicable): 30 working days over a period of 3 months.
