Introduction :

A consultancy firm to undertake an environment and social impact assessment study for the proposed establishment of water reservoirs and their accessories in nabilatuk sub-county, nabiltuk district; nadunget sub-county, moroto district and mourita sub-county, nakapiripirit district.

Background

The Government of Uganda through the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) developed a project titled ‘Fostering Sustainability and Resilience for Food security in Karamoja Region (FSURE)”. The Project is largely financed by the Global Environment Facility (GEF) and United Nations Development Program (UNDP). The Project aims to address environmental drivers of food insecurity in the Karamoja region, reduce land degradation and contribute to generation of Global environment benefits in the process. The project has been running since 2018, in 6 Districts including Kaabong, Karenga, Kotido, Nabilatuk, Moroto and Nakapiripirit. 


As part of efforts to enhance food and animal production in the region, the project set out to establish water reservoirs that could provide water for crop irrigation and for livestock. Establishing water reservoirs targeted areas that have clear water sheds and where communities were ready to utilize the established resource effectively. Establishment of the reservoirs and the necessary accessories are in initial stages in 3 districts including Nakapiripirit, Nabilatuk and Moroto, and similar activities have not been initiated in the other districts yet.


To facilitate compliance with the national legal provisions and requirements from GEF, establishment of environment and social safeguards are required in such undertaking. Therefore, the MAAIF with support from United Nations Development Programme (UNDP) would like to procure a competent firm to undertake a study and assess the likely positive and negative social and environment impacts that may arise in the establishment of the water reservoirs and accessories namely: livestock watering facilities and irrigation systems and compile a report for each site with proposed mitigation measures.
