Description of the Assignment: 

Under the supervision of the Programme Analyst of the Climate Action Programme Team and  the Technical Specialist, the National Facilitator will be responsible for leading the activity design development and conduct of the activities under the GBF EAS Project in the Philippines.

Specific Functions:

1. Activity Preparation

a. Align with the GBF EAS Team on planned project activities, and provide support through methodological advice to achieve the desired results of project activities;

b. Study related background materials and review presentations prior to the activity;

c. Lead the development of activity design and facilitation guide, including guide questions if needed, for each project activity and solicit comments from the team, DENR, and UNDP, subject to clearance of the Technical Specialist; 

d. Attend preparation meetings with the GBF EAS Team, UNDP and DENR;

e. Identify facilitation needs such as materials and supplies, if any, prior to activity schedule.

2. Activity implementation
a. Facilitate the workshop of varying size and target audience. In the course of doing so, the facilitator will ensure non-biased and neutral conduct of discussions, group dynamics, succinct summaries, focused learning and excellent time management;
b. As part of workshop implementation, s/he will encourage critical discussion aimed at enabling participants to seek out ways in which the ideas presented by the presenters can be adapted to their national circumstances;
c. Use appropriate techniques to present and document all results;
d. Closely work and coordinate with the National Documenter and agree on documentation report template to ensure appropriate process proceedings will be effectively documented;
e. Engage in preparation and feedback discussions with the team

3. Post-activity follow-up 
a. Provide inputs in the preparation of the documentation report to ensure complete activity contents are captured;
b. Review and endorse the documentation report to the Technical Specialist. 

Period of assignment/services 60 person days
